What vision ? I thought N D C had a party programn for ghanaians. Now it is Mahama's vision. ! What vision have this day-dreamer who lives with sleepless nights. The concert is now being prepared as a movie video. Yesterday, Ghanaians saw the Dinosaur, free killer jj rawlings vision and the sky turned to red, for 30years we dwelled in hatred ,tribalism nepotism and corruption. A total wasted years, only to produce Moneyvarious Monsters Club, an organisation of ritual killers designed to NDC , hiding behind our public instituitions to loot ghana's wealth and rigging elections to cover up their devilish deeds. After succeeding his electoral coup d'etat , he is expanding his madness, his vision on ghanaians! Godforbid! 80 selected ministers and if they cannot perform, what vision could Mahama give to develope this nation. I should think, he rather says it loud and clear that he was to become a dictator. This is why we suggest an Akan confederation to protect our weath and fortunes from these neo-colonial thieves who use politics to loot

Using Performance Contracts as a vehicle to motivate organizations toward good governance and greater accountability is an old management technique that has been gaining popularity in recent years.
I am therefore extremely impressed that our Honorable President has adopted this approach to manage the work that our ministers have to do to move our country forward.
However, like any tool, Performance Contracts must be properly used to achieve the intended results. For this to happen the process must include the three key components of a) strategy development, b) strategy execution/ implementation and c) performance measurement.
While having a "vision" is a pre-requite for strategy development it cannot serve the full purpose of an organization's strategy which must include 1) vision, 2)the goals and objectives which must be achieved in order to move the organization toward the achievement of its vision, 3) the strategic initiatives/action plans for each objective, and most the performance measures that must be tracked in order to report on the success or failure of each initiative.
Another key consideration is that there are bound to be linkages between the various components and these must also be identified upfront and addressed in the strategy development process. For example, for the cocobod to realized its targeted, the feeder system must be in optimum shape. In this case there is a logical linkage between cocoa purchases and the condition of feeder roads in the particular year. Realized this linkage upfront and making sure that feeder road maintenance complements cocoa purchasing efforts is key to have a measurable and effective Performance Contract System. IF NOT Cocobod will be happy to simply point fingers at feeder roads to justify its failure to meet cocoa purchasing targets.
In turn Feeder Roads will say no one told me to ramp-up maintenance to support cocoa purchasing. Other possible justifications may include "too much rain" or "lack of funds".
Obviously, this chain of simplistic justifications can make a mockery of poorly designed performance contract systems. Poor dosage can turn good medications into toxins.
I will therefore suggest that the presidency should seek professional guidance to support its good intentions of performance contracting.
I am a retired professional planner with 25 years experience in performance measurement. I will be glad to offer professional performance management advice and training to help move our President's good intentions forward.
