The Volta Regional Secretariat of the Civil and Local Government Staff Association (CLOGSAG) has said its members will strike if their National President and Executive Secretary fails to resolve all their pending concerns in the region within two weeks.

At a press conference held in Ho on Tuesday, 9 June 2020, the Regional Secretariat also accused the National Executive Committee (EXCO) of illegally creating an Oti arm of CLOGSAG and declaring vacancies in the Volta and Oti chapters on 6 January 2020 and subsequently filling the vacant positions.

Volta CLOSAG indicated that the decision to fill the vacancies is unconstitutional as, according to Article 12(3) of the CLOSAG constitution, vacancies only exist in three exhaustive situations – transfer, resignation and death of an officer – however, none of the stipulated conditions for existing vacancies, has arisen.

According to the association, the National Executive Committee of CLOSAG chaired by the National President has refused to release the mandatory administrative quarterly allocation to the Volta Regional Secretariat of CLOSAG for the smooth running of the association in the region, when other nine remaining regions have all received their allocation in March 2020.

Speaking at the press conference, CLOGSAG Regional Organiser Richard Kumedzro said the group is demanding that the National President and Executive Secretary of CLOSAG “respond to the petition by reversing the appointment of the elected Volta Regional Chairman and Treasurer to the appropriate region, release the mandatory first quarter administrative expenditure allocation to the Volta Regional Secretariat of CLOGSAG for the smooth running of the members of the association in Volta, which comprises members in newly-created Oti Region by the government of Ghana.

“The National president must fulfil his campaign promise by reviewing the outdated CLOGSAG constitution now by calling for an extraordinary delegates congress,” Mr Kenedzro said.

Mr Kumedzro also stated: “We’re giving a two-week ultimatum from today to the National President and Executive Secretary to resolve the pending issues in Volta CLOSAG or else the regional and district executives will be left with no choice than to lay down our tools in protest to the injustice and unconstitutional actions toward Volta.”
