Chief Directors in the Civil Service today attended a workshop aimed at increasing their efficiency and productivity. Code-named ''Win-Win workshop'', it forms part of a series to introduce them to new ideas to enable all major stakeholders to promote high productivity beyond their initial expectations. Professor Stuart S. Nagel of the University of Illinois, United States and the workshop consultant, told the participants to evolve policies that will enable all major groups in policy implementation to do more than is expected of them. Bad policy, he said, results in human and labour costs as well as leading management astray. Prof. Nagel said for ''Win-win policies'' to be meaningful, they have to satisfy various kinds of feasibility tests. There must be efficiency in achieving goals, decrease in causes of conflicts, increase in benefits and decreasing costs.
