Decentralisation partly achieved

The Minister for Local Govt & Rural Development, Mr Kwamena Ahwoi has said that the political decentralisation programme was partly achieved when first PNDC Law 207 was passed and later replaced by Act 462.

Honourable Ahwoi added that the Administrative decentralisation was also partly achieved when PNDC Law 327 was passed to restructure the hitherto rigidly centralised Civil Service and created a decentralised service.

"Practical implementation of the LAW, involving the integration of line departments of Ministers into the District Assembly system as departments of Assembly is still being pursued", he said in an opening address at a short course on "Preparation and Co-ordination of Medium-Term Sectoral and District Development Plans" for PPCU and PPMED staff in Kumasi recently.

The course, which was sponsored by the World Bank and National Development Planning Commission, was aimed at equipping the attendants "with the tools to be able to impart to other planners and relevant officials, knowledge and understanding of the new planning system in Ghana."
