Ghana Airports Company awards contract to non-existent security company?

Reports suggest that GACL has awarded a contract to a non-existent private security company. Reports suggest that GACL has awarded a contract to a non-existent private security company.

Information reaching us is that the Ghana Airports Company Limited (GACL) has been involved in a fictitious deal. The GACL awarded a contract to a non-existent private security company.

A copy of the said contract document, with reference number GR/GACL/0007/2017, signed December 22, 2017, in possession with this portal, shows that the GACL executed a contract with Zein Security SERVICES Limited. The agreement was for Zein Security SERVICES Limited to provide private security services to the GACL.

We gathered intelligence that the contract was originally supposed to be executed between the GACL and Zein Security COMPANY Limited. However, after going through the vigorous selection process and being awarded the contract, the GACL instead signed the contract with an imposter company which is identified as Zein Security SERVICES Limited for reasons yet to be uncovered.

In the wake of these revelations, it has also come to light that the company identified in the contract document as Zein Security SERVICES Limited is alien and unknown to the Registrar General’s Department.

This revelation was brought to light when the owners of the Zein Security COMPANY Limited (the company which won the bid but were denied the contact) wrote to the Director General of the Registrar General’s Department in a letter dated March 7, 2017 signed by one of the directors of Zein Security COMPANY Limited, demanding a search on whether there was a registered entity under the laws of Ghana known as Zein Security SERVICES Limited.

The search conducted also requested to know when the imposter company was registered, who the owners, Directors, subscribers and members of the company were, as well as their official registered address.

The Registrar General, in a response letter dated, March 20, 2018 stated answered the search questions and started categorically that the "search conducted did not show trace of Zein Security SERVICES Limited“.

The response letter signed, by one Celetina Donkor Nutakor, Assistant Records Officer for the Registrar of Companies, however confirmed the existence of Zein Security COMPANY Limited, which was incorporated on November 11, 2013, and commenced business the same day.

We are carrying out further investigations to find out the persons behind this fictitious deal and will reveal further investigations shortly.
