The Director of the Information Services Department, Ghana Dr. Nafisah Mahama, addressed the United Nations General Assembly's ministerial side event on artificial intelligence (AI) and human rights, emphasizing the country's commitment to developing AI as a tool for empowerment and human rights-based governance.
Ghana strongly advocates for digital rights in Africa and is actively developing a comprehensive AI governance framework that prioritizes ethical considerations and human rights. The country is also partnering with international stakeholders to provide advanced AI training for public relations officers, ensuring that AI is used effectively for information dissemination and innovation.
Dr. Nafisa highlighted Ghana's progress in promoting digital rights, including the enactment of the Right to Information Law in 2019, which has empowered citizens with access to public information. Ghana will also host the International Day for Universal Access to Information in Accra this October, making it the first African country to do so.
The event, "AI for Humanity: Charting the Global Course for Human Rights-Based Governance," brought together leaders from around the world to discuss the implications of AI on human rights and the importance of responsible governance. The Freedom Online Coalition (FOC), which comprises 40 governments, including Ghana, is playing a key role in advancing digital rights and promoting open governance and accountability.
Ghana's commitment to ethical AI governance is reflected in its innovative approaches, such as an AI-enhanced Online Application System designed to facilitate public access to information across all government sectors. The country's investments in AI are positioning it as a leader in the responsible and innovative use of this technology.
"We believe that AI must be used to foster inclusive governance and empower citizens," said Dr Nafisa. "By working together as a global community, we can harness AI's potential to promote human development, prosperity, and respect for human rights."
The event was attended by representatives from governments, civil society organizations, and private sector companies, all working together to ensure that AI is developed and deployed in a way that respects human rights and promotes sustainable development.
