The Danchira Mantse, Nii Akrama Ayerkai II has described as baseless allegations
leveled against the Inspector General of Police (IGP) Mr. Paul Tawiah Quaye by
one Nii Dzan Bi Amu, self acclaimed chief that the police administration under
the IGP is preventing justice to prevail in the gruesome murder of two
innocent people in Danchira in 2002.

Responding to the allegations reported in the media following a press
conference by Nii Dzan Bi Amu II, he said the allegations are palpably false and
beat his imagination as the substantive chief of Danchira.
Nii Dran Amu II, who described himself as the Chief of Danchira during the
press conference, made a number of allegations maligning certain personalities
in the country.
The said Kwame Amu II was said to have asked the President to prevail upon the
IGP, Mr. Paul Tawiah Quaye, to resign because “he is suspected to be working for
a retired Commissioner of Police, Mr. Dodoo Lomotey to prevent justice from
prevailing in a gruesome murder of two innocent people in Danchira in 2002.”

In a newspaper publication on Wednesday 27 October, 2010, “It is alleged that he
has been told that one ACP. Dogbeda, Deputy Director of CID, at the Police
Headquarters who creates the impression that he is working directly under the
personal instructions of the IGP ordered that the docket be transferred from the
Accra Regional Command to the Police Headquarters”. The story said “The Chief
put this forward at a press conference in Accra on the issue of the killings
that took place in 2002 at Danchira, a suburb not far from Weija’’.
Nii Akrama Ayerkai II debunked the allegations and said there is no iota of
truth in the fake chief’s accusations against the IGP and ACP Dogbeda.
He rather accused Kwame Amu of being the perpetrator of the 2002 crime and
wondered how he could turn round to blame others. He stressed that Kwame Amu’s
attempt to misinform the public through the media clearly exhibited his
mischievous character.
He questioned the logic behind Nii Amu’s desperate move to accuse the IGP by
drawing him into an issue that happened in 2002 when he was not in office? What
has that got to do with him when he was appointed barely a year ago in 2009. ACP
Dogbeda and the IGP are innocent and have nothing to do with the 2002 murders.”
Nii Akrama explained that, in March 2010, after the 4 families of Danchira
namely the Sawerpramano, Juaben, Kubeshishi and Amanfo composite families, had
been adjudged by the High Court, Accra in February 2010 to be the owners of
Danchira land in a suit involving the said Dzan Bi Amu family, a group of land
guards were brought into the village by the Dzan Bi Amu family in defiance of
the High Court judgment. Their activities led to the death of 4 persons. The
Police came in and under the direction of the said Nii Dzan Bi Amu or Kwame Amu,
started indiscriminate arrest of young men from the four families. The proof of
guilt is membership of the 4 families.

Explaining why the case was sent to the police headquarters, he said the
families were not happy with the way the Greater Accra Police administration
under DCOP Rose Bio Atinga were handling the matter because innocent persons in
Police custody were brutally beaten in the office of the Regional Commander in
her presence in a bid to force them to admit allegations against them.
“We had no alternative but to send a petition to the IGP as is the norm for
proper investigations into the matter. We have been advised that the normal
practice following a petition is for Headquarters to call for the file in order
to review it to address the petition. Copies can be obtained from the IGP’s
office,” he explained, adding, “We thank God that our petition has not been left
on the shelves but is receiving attention.”
He narrated that, “About twenty of our young men have been arrested and are
being kept on remand with the investigator persistently and deliberately
refusing to bring them to the Court. Three of them who suffered from a stroke,
hernia (on whom surgery was performed) and a head injury were granted Court bail
on health grounds upon the submission of medical reports from the Police
Hospital whilst the other 17 remain in custody.”
“Those are the people said to be roaming the street of Danchira. Such
misinformation must be frowned upon by all,” he maintained.
He stated that it was not normal for people who have been credited with a
judgment to cause trouble. “No, they don’t. They quietly enjoy their fruit of
victory. Trouble is caused by those who lost the case. And this is exactly the
case with Danchira. It is the losers, the Dzan Bi Amu family who are causing
trouble at Danchira because of the support by the Greater Accra Regional Police
Command,” he said.
He warned that “They could with audacity organize land guards to the Court
premises as occurred on Friday 22 October, 2010 at the Cocoa Affairs Court
premises to disrupt all proceedings. These organized young men were all in red.
This is the caliber of persons riding the horse of morality.”
As to Nii Amu saying he is the chief of Danchira, he may continue to delude
himself. A chief must be a chief over a certain area. The Court had adjudged
that Danchira Lands belong to the 4 families-Sawerpramano, Juaben, Amanfo and
Kubeshishi. Dzan Bi Amu family has no land at Danchira to allow him to describe
himself as Mantse, he insisted.
“We on our part would call upon the IGP to expedite action on our petition in
order to bring sanity in to the one-sided investigation being undertaken by the
Greater Accra Regional Police Command. Let those against whom there is evidence
be brought to trial. That is what our national constitution says.
He accused DCOP Rose Bio Atinga of complicity and asked her to resign honorably
because the alleged beating of suspects in her office and in her presence does
not augur well for somebody in her position.

“It is also funny for Kwame Amu to site Mr. Duodu Lomotey as a notorious
ex-Police officer who is behind this. ACP Duodu Lomotey was an assistant
Commissioner of Police who has trained numerous Policemen at the National Police
College. Mr. Lomotey can therefore never be involved in the perpetration of the
wedged crime.”
