Kwarteng was not qualified for ISD job – CLOSSAG

Executive Secretary of the Civil and Local Government Staff Association of Ghana (CLOSSAG), Mr. Isaac Bampoe Addo has said the dismissed Information Service Department(ISD) Boss had no business to have served as the head of the institution when he’s never been a civil servant.

He asserted, the embattled ISD boss was wrongfully appointed and never satisfied the scheme of service for ISD for him to have been elevated into such a high level position at the institution.

He claimed prior to his appointment, there were several concerns raised on his eligibility to serve as the acting Director of the Department, but he claimed such criticisms were disregarded, and later saw Mr. Francis Kwarteng Arthur being imposed on the staff as the new director.

Speaking in an interview with Fiifi Banson on Anopa Kasapa on Kasapa 102.3 FM Thursday, Mr Bampoe contended that since the Presidency has terminated the former’s appointment, it suggests that his post was not based on merit, but on political lines.

“There were tensions in ISD following his appointment as the Acting Director of the Department, because he was not qualified- The staff were agitating at the time that some personnel who were working at the Department should have rather been considered for the position. He’s not in the civil service and didn’t deserve that appointment.”

“We’ll hold a meeting with the workers in the coming days and definitely we’ll chart a new course to get things done right at the department,” he added.
The ministry of communications is to assume oversight responsibility of the communications unit of Ghana’s presidency.

The change was announced Thursday by Communications Minister, Edward Omane Boamah, in a statement relieving the Acting Director of the Information Services Department, Francis Kwarteng Arthur of his post.
