Ongoing investigations by The New Crusading Guide have revealed that many state institutions and public agencies made various financial donations and pledges to the ruling National Democratic Congress (NDC) when the latter held a Fund Raising Dinner for its much heralded Heroes Fund held at the Banquet Hall on Friday 15 June, 2012.
One of the state institutions /public agencies which made the donations to the NDC-sponsored Heroes Fund, our investigations have revealed, was (is) the Ghana Investment Promotion Centre (GIPC) which has recently been in the news for issuing a cheque of Ghc4,000 in favour of a pro-NDC electioneering campaign movement called Volunteers For Mahama.
A letter dated 29th June, 2012 and signed by the Chief Executive Officer (CEO) of the Community Water & Sanitation Agency (CWSA), Mr Clement Bugase, a former Member of Parliament on the ticket of the NDC (1996-2000) which was addressed to Mr George Aboagye, CEO of GIPC, drew the latter (George Aboagye’s) attention to the fact that because only a few CEOs and MDs of governmental agencies/institutions were present at the June 15, 2012 fund raising event, and because the low-turn-out of CEOs/MDs of governmental institutions had resulted in smaller “contributions compared to those made by the other groups… my colleague and I present were compelled to pledge on behalf of all CEOs/MDs of the various governmental agencies.”
“We pledged that each CEO/MD would contribute at least One Thousand, Five Hundred Ghana Cedis (Ghc1,500) to the fund”, Clement Bugase indicated.
He rationalized that colleague CEOs and MDs of the various governmental institutions would “agree with me that the contribution is for worthy cause and we must put our weight behind it.It is therefore my hope that all colleagues, CEOs/MDs will rise up to the occasion and contribute generously into the Fund”. Predictably, Mr Bugase’s colleague CEO, Mr George Aboagye, until yesterday, the CEO of GIPC, obliged his colleague and rose to the occasion, and instructed his finance department to advance One thousand five to the NDC’s Heroes Fund.
“Pls advance Ghc 1,500 to the Fund”, Mr Aboagye minuted to the GIPC acting deputy director (finance) on July 18, 2012.
The details of the heroes Fund as given by Mr Bugase were as follows.
