Mr. Dan Botwe, general secretary of the New Patriotic Party (NPP), stated that he is highly surprised that Prof. John Atta Mills, the presidential candidate of the NDC is also talking about the US$300 million CNTCI loan facility.
He stated that while granting the fact that political leaders and for that matter, Ghanaians, have the right to express views on the government?s efforts to raise funds for infrastructural development, he however does not think that Prof. Atta Mills has any moral justification in criticizing the $300million Chinese new techniques construction investment facility.
This is because during the administration of the NDC, the then government granted $22million loan to Mrs. Juliet Renee Cotton (nee Woodard), the lady behind the quality grain scandal, even when the NDC administration, under which Prof. Mills served as vice president, had been warned not to grant loan.
Mr. Bowe noted that Prof. Mills was chairman of the national economic management team and so cannot deny that he knew nothing about the Juliet affair. Prof. Mills, he said, failed woefully to advise his party not to go ahead to grant the loan to Mrs. Cotton.
?He would have been ?slapped? if he dared say anything uncomplimentary about the Juliet Cotton loan, at the time, adding, ?Mills chose to keep mute over it in order not to get a ?wham bam? to his tympanic membrane. If that were so, why then is NDC so disturbed about the CNTCI loan affair? He wondered.
