Vanderpuije’s ‘Killer’ In Hot Waters

As Auditor-General Pounces On Him To Cough Out Illegal Cash

The above-local adage was what has eventually caught up with a Presiding Member of the Accra Metropolitan Assembly (AMA), Mr. Desmond Addo-Binney, as he tries to do Mayor Vanderpuije in, and to make official life difficult for him, in his vision to transforming Accra into a Millennium City.

Having his name popped up as the brain behind the unconstitutional ceremony recently held to create impression that members of the Accra Metropolitan Assembly, dissatisfied with the work of the Mayor have passed vote of no-confidence in him.

The Presiding Member Binney has been eagle-eyed in a clear act of thievery by the Auditor-General for certain unlawful withdrawals from the assembly’s coffers, which he could be vomiting soon.

An audit report dated August 2011 addressed to the Metro Director of Finance, copied the Metro Coordinating Director and the Expenditure Accountant sighted by The Informer, recommend that management disallowed future payment of travelling and transport (T&T) allowance to Mr. Desmond Addo-Binney, and also demands that he be made to refund all travelling and transport allowance paid him, effective the day of his appointment.

According to the audit report, the “chief conspirator”, who was allocated an official vehicle with registration number GT 705 Z in May 2009 and was drawing fuel from the assembly’s coffers, has apart from that succeeded in manipulating of the system to dubiously draw various payments for travelling and transport allowance, for attending meetings within and outside the assembly.

In the 2010, a total amount of One Thousand Two Hundred Ghana Cedis (GH¢1,200.00), according to records available, was paid to Mr. Addo-Binney as travelling and transport allowance; documents of which we will provide. This is against the fact that an official vehicle has been allocated him for which he is not expected to make such further withdrawals.

It also came to the fore during the audit process that, because of the improper use of the official vehicle allocated to Addo-Binney the vehicle has broken down and which repair will cost the assembly an amount of Ten Thousand Six Hundred and Fifty Two Ghana Cedis (GH¢ 10,652.00).

Apart from the recommendation by the Auditor-General that the Presiding Members should be made to refund the illegal withdrawals, it will be prudent that he is made to face the full rigors of the law, for his unlawfully action. Known to be the “coup plotter” in the said ‘no of confidence vote’ passed on the Accra Mayor, we humbly suggest that full scale investigations be conducted into the said proceedings and if found to have been done in contravention of the laws of the land, he be prosecuted.
