  But hold on, a plot to oust the IGP is treason regardless the reason or motive, so why try to dismiss it based on the reasons for the plot?
  Should we go by what you imply, you mean overthrowing a government wouldn't be criminal as long as there's a logical reason for such act of treason?

A person who breaks a safe or enters a house to steal money is guilty of attempting to steal the money, even if the money wasn't there.
