Hearts of Oak are struggling to make moves on the domestic transfer market after failing to raise a financial budget to seal off deals to revamp the club’s ailing squad.

The Phobians endured a torrid season last year and were tipped to lead the signings ahead of the 2015/16 Ghana Premier league season after blaming average player signings made in times past for its poor showing.

But in a rather shocking revelation, the former continental club masters have not been able to exhibit their might in terms of finance as the Rainbow club has no budget yet to attract quality players for the season ahead.
