THE VANGUARD’s investigations since the beginning of President Mills’ government indicate that the National Democratic Congress (NDC) has not made any appreciable effort in fighting corruption or putting incorruptible persons in sensitive positions.
Documents sighted at the office of the Chief of Staff reveal that over ¢300 billion of the tax- payers’ money has been spent on the members of the NDC Transition Team and party operatives most of whom did not have any business on the Sub-Committees, resulting in reckless expenditure and extravagance.
The whole nation is waiting to be told that the trip by the Castle Supporters Union was not financed by Ade Coker and Kojo Bonsu but by the Ministry of Youth And Sports which paid for the landing rights of the chattered plane that cost the taxpayer over USD 15,000 and also the so called refreshments for the Castle big wigs including Alex Segbefia and Koku Anyidoho who allegedly became so drunk and soiled himself.
The Vanguard is also investigating the sponsorship for the tournament by GOLGFIELDS.
In the words of the then candidate Mills, the government would stamp out profligacy, extravagance, and ostentation, but those who had the fortune of attending the Easter bash of NADMO boss, Kofi Portuphy will admit that it was one of the biggest bashes in the Mills’ hundred days in office and which was extravagant and ostentatious.
THE VANGUARD’s Intelligence Team that joined the several members of the NDC and Captured the scenes on digital camera showed an “All You Can Eat From 8 a.m To 8 p.m EASTER FIESTA” at West Legon near Ahwoi Avenue, shows that the NADMO boss spent over ¢300 million Cedis to host the mostly NDC gathering ostensibly celebrating the birthday of his adult daughter.
Hundreds of NDC operatives with their newly acquired vehicles stormed the party and dinned and wined all day and night long. It was the first of its kind in eight years.
Meanwhile, THE VANGUARD is investigating a certain Winfred Tesia appointed by Kofi Kportuphy as Greater Accra Regional Coordinator of NADMO.
Tesia was in the NADMO office in Kibi during the NPP days and was part of Kofi Portuphy’s training team for seven months outside his district.
Did he earn his salary? President Mills kindly investigate. THE VANGUARD promises to provide more details on this and other issues for accountability purposes.
THE VANGUARD can also state that there have been complains about the appointments of some Ministers, Municipal and District Chief Executives and heads of some government institutions. Indeed, in the case of MCEs and DCEs, it is common knowledge that some nominees had to part with gifts, cash, goods, promises and favours before being nominated.
Never mind the appointment of mediocre Ministers and those with shady characters.
Our investigations also indicate that several nominees as DCEs and MCEs or their agents have started meeting members of the various Assemblies to influence and bribe them in order to secure endorsement as required by law.
Indeed, the matter has become so serious with some Assembly members regarding it as their opportune time to make money with the understanding that when the appointees are rejected more money would accrue to the Assembly members, including government appointees. What appear to be most disturbing are reports of procurement malpractices in the Ministries, Departments and Agencies.
As is unusual with governance, the NPP administration left office without settling outstanding debts. It is understood that some businesspersons are finding it extremely difficult to get some Ministers to confirm the debts for the Minister of Finance to settle. Eventually, these debts will be settled, and some are being settled, after envelopes have changed hands.
President Mills should please investigate such matters and promise to do so including recent procurements.
The institution of the Transition Team with about one hundred party operatives, most of whom did not have any business on the sub-committees, resulted in reckless expenditure and extravagance. The office of the President has not responded to THE VANGUARD’s exposure that billions were splashed on the party operatives on the NDC Transition Team without any meaningful benefit to the taxpayer. Beyond the Transition Team chaired by Mr. P. V. Obeng who is not incorruptible given his service in government in the PNDC, NDC I days. The Castle, Castle Annex (Blue Gate), Research and State House have been populated with NDC operatives who cannot claim to be without blemish but continue to use state vehicles, funds and resources without accounting to anybody.
All sorts of people, some of whom have been indicted by Commissions of Enquiry, have found positions as advisers, Aides, Special Assistants, volunteers, Directors, etc without any vetting or public scrutiny since these appointments and quasi-appointments have been shrouded in secrecy.
