A friend of mine who works in the ministry of education, informed me that the funds to pay the teachers was use to purchase T-Bills a year ago, the Minister of Education was just waiting for the T-Bill to mature to cash in the interest.

According to my friends all the ministers do this -It was also the case with the nurses and doctors in Kole-Bu not been paid.
