Memo from Parliament's Majority Caucus urges speaker to Recall sitting for urgent national matters

In a formal request to the Speaker of Parliament, dated 22nd October 2024, the Second Deputy Majority Chief Whip has urged for the summoning of Parliament within the constitutional timeframe to address urgent national issues. Citing Article 112(3) of the 1992 Constitution and Standing Orders 53 and 58, the memo highlighted the legal requirement for Parliament to be recalled upon request by at least 15% of members.

Among the critical matters for consideration are tax exemptions for beneficiaries under the One District, One Factory programme, the approval of a financial stability fund, and the passing of significant bills such as the 2024 Budget, the Environmental Protection Agency Bill, and the Social Protection Bill.

The memo further emphasised the adjournment of Parliament on 22nd October without proper clarification and underscored the urgency of reconvening to meet the government’s constitutional obligations. The Majority Caucus expressed their commitment to seeing these matters addressed for the benefit of the Ghanaian people.

The request aims to ensure timely deliberations on matters of national importance, urging the Speaker to respect constitutional and procedural requirements in recalling Parliament for the proposed sitting.
