The Ghanaian government has implemented several initiatives to support orphans and vulnerable children. One notable example is the National Plan of Action for Orphans and Vulnerable Children (OVC), launched in 2010 . This three-year plan aimed to provide care and support to vulnerable children, including those affected by HIV/AIDS, poverty, and social exclusion.

The government has also established the Ministry of Gender, Children and Social Protection, which is responsible for implementing policies and programs to support vulnerable children and families .

Additionally, the government has implemented programs to support street children, including rescue operations and rehabilitation programs .

Regarding support for people with mental health issues, I couldn't find specific information on government plans. However, it's worth noting that the government has implemented initiatives to support people with disabilities, including mental health support .

It's essential to note that while these initiatives are in place, there is still more work to be done to support orphans, vulnerable children, and people with mental health issues in Ghana.
