Very irrational, illogical and corrupt EC! They are always in fraud mode! If the EC says the thieves who stole the missing BVRs from their warehouse and might have gotten the SNs of other BVRs does not pose any problem if they don't have activation code, how can providing the same serial numbers at registration centers to agents all of a sudden become a security risk?
