It is a laudable idea although it has come too late for many needy cocoa farmers. This scheme should have been in place immediately after independence but unfortunately Ghana gets clueless leaders. My late father worked all his socks off cultivating hectares upon hectares of cocoa plantations but had no state help other than the state cheating him as well as other farmers with low prices.
With the issue of who should benefit, the real cocoa farmers can be identified with their sales books and farm ownership. Most cocoa farmers like my late father establish their own farms from the scratch and later on employ others as caretakers. The caretakers also contribute a lot and therefore both should benefit from any pension scheme accordingly. Those who are land tenants but grows the cocoa themselves should be the ones getting any pensions and not the kings or stools who own the lands. In this way, the cocoa industry will become more viable and attractive to young farmers. The question I have is this: What happens when the farm/s change ownership through inheritance due to death of the farmer or first pensioner? Cocobod should implement any scheme properly for the real farmers to benefit.

The Bank of Ghana (BOG) has no Eastern Regional headoffice. The BOG must ask for land from the King of Akyem (Okyehene) to construct this building. I don´t believe that the BOG has accurate data of the economic activity in the at least 12 Akyem districts which make up more than half the population on the region. The GDP and GNI of these Akyem districts are very high. They stem from:
Gold mining
Diamond mining
Cocoa
Oil Palm (the largest in West Africa)
Timber
Software development
etc
The money supply and capital in the at least 12 Akyem districts are wholly inadequate. BOG must remove impediments to the setting up of rural banks in these districts and encourage ADB and GCB to open branches in these districts.
The government must further ensure that wholly owned Ghanaian banks, including rural banks, get at least 80% of the banking revenue.
