Book: "why nations fail": an abundance of natural resources is a national curse!
These nations with natural resource wealth on average have worse financial economies than nations who don't. Why you ask? Weak institutions, corruption, bad governors, managers!
Ghana Sovereign Wealth Fund by Martin Skankar.....Norwegian Ministry of Finance
What is "Dutch Disease"?
A percentage of proceeds from oil, gold, diamonds, cocoa revenues etc should be deposited yearly in a Ghana Sovereign Wealth Fund account, a national 401k. This money will never be touched by any govt, period! This money will be invested all over the world in socially constructive projects. Projects to be excluded can include chemical nuclear projects, environmentally disastrous projects, product based exclusions, tobacco, walmart(human rights abuses). The ROI from this fund will be used to supplement infrastructure projects. Is Ghana a cursed, weak institution? Yes, I agree whole heartedly!

Terkper: Live within your means Budget
This is a good start.
The Budget Review should accommodate job creation in the private sector, which is good for growth, expansion revenue and exports.

Before IMF statement there was fear the Monetary Fund would regard the budget not deep enough to deal with the macroeconomic problems of the country. Even though there is a total agreement pending between the two, it is a good start, regardless!

NPP must be beating their heads not knowing what to do next. Their expectation is not realised with this IMF comments. Believe you me, NPP will tend to saboteur and violent tactics to achieve their aim. It's their makeup! They go to lengths to achieve their objective, irrespective of the consequence! An ordinary Ghanaian is bound to carry the pieces.

I heard some people say the IMF was pulling out of talks with Ghana. Where did that piece come from? Ghana has been plaqued with these State Wrecking Viruses (SWV) called NPP. They are bent on bringing mother Ghana to her knees so long as they are not in charge. However, the Good Lord allows evil to thrive, certainly, but for a while.
