No, it can't. That would be a miracle. The rot is Ghana is so much worse than that. The problem is not that of promotion. It requires a strict ban on certain imported items, the revival of certain industries and the complete control and monitoring of governing production modalities.
But FIRST OF ALL, unless corruption is stopped in its tracks in order to make way for institutions and organs of the state to function to their optimum level (At least to 60 per%. Operating efficiency of Ghana is far below 35%) of efficiency, the economic decline will continue. A huge percentage of tax revenue goes into the pockets of individual and forces the state to go a borrowing. Personally, it is my belief we can pay for all services in Ghana using income generated in the country.
In fact, the rampant corruption does not only deprive the country of resources, it makes everyone very sluggish and unresponsive to their business instincts. No one does what they’re supposed to do as they are occupy themselves thinking about how to cheat or beat the systems, the performance of which they're supposed to protect and boost in the first place.

Not quite too long ago, we all read on the media Ghanaians were importing Kente from China! I was so furious I wasted my day thinking over it. Why would government or whichever fool that may have been, to give import permits for Kente? And why would someone think of importing Chinese Kente into Ghana. That is very unpatriotic or disloyal; it is disgusting. If I were the president, I would directly cause to investigate the problem. In fact, I would not have care for what anyone would say.
It would kill the industry for the traditional cloth we all love, and that is serious.
Finally, if things don't change within a year, I would think Mahama has no head on his shoulders.
