Land deliver by private and or other organizations do work well in developed nations because there exist an address system for physical properties/land that can be tracked and or identified with a network of road and or utility systems. This is absent in Ghana and may be far from reach in the foreseeable future. For example, the current land delivery system is broken because it remains in the hands of chiefs, private land owners and private land brokers while there are no legitimate means for the local and or national government, the buyer and or seller to substantiate and affirm the physical location address of land or property.
For as long as government and or citizens do not have the tools to track and or affirm the physical addresses of land or property, no amount of tweaking will work. A one stop shop of a local and or national government would do the trick. If the local and or national government is to find a financial source to acquire all lands for sale by chiefs, private individuals and or land brokers, the government could provide the legitimate physical address tracking, provide paved or bituminous roads, utility (water, telephone, electric and sewage) hookup points at each plot prior for lands capable of accommodating a minimum five (5) or more multi-family residential units prior to the eventual sale to the public by government. This will ensure the appropriate infrastructure development of communities and towns and the desirable results from well implemented rural and urban land planning and development scheme.
