scanners were introduced during K4´s time, but the immigration officers deliberately spoiled them in order to find ways and means to collect bribe.
And what did the gov. do?_NOTHING!

Scanners are best for homogenous packages in containers not the heterogeneous ones like personal effects.

Corruption remains deeply embedded in all aspects of Ghanaians life including business at our ports. Countless Ghanaians living abroad who have done exceptionally well financially are deterred from setting up enterprises back home because of THE LACK OF THE RULE OF LAW.Corruption permeates daily life. Corruption permeates our Police. Corruption is deeply embedded in the Port authorities and Customs. Several years ago I met up after two decades with an old secondary school mate of mine now residing in California USA. He has through sheer hard work and determination made a lot of money. From other reliable sources I had discovered that he is a millionaire although when I saw him there was nothing to suggest this in his manner. I remember the disappointment and bitterness which he expressed about the " the lack of the rule if law" in this country. He did not feel that any Ghanaian coming from abroad could set up serious business in Ghana because of the "chaos" and "disorder" he saw back home in Ghana.I could see that he was truly disillusioned with the country after a few visits to assess the situation for himself. He has nit returned since 2008.

The government may have good intentions, but it is up to people put in charge of these departments and agencies who have the ultimate responsibility doing their jobs. The president cannot be everywhere overseeing work being done. It appears that the Ghanaian culture breeds corruption, incompetence and indiscipline, it's no wonder that corruption is rampant at the ports. People who clear their goods at the ports are willing participants in the corrupt practices as they willfully pay bribes to the port officials to speed up or bypass the whole process altogether. There appears to be no solution in sight to solve the problem of corruption at the ports or even in the broader society. Computerizing the clearing process, as suggested by the author, may not be the answer. These corrupt officials will find a way to beat the system.
