I thought you should have understood where Mr Owusu Agyemang was coming from in his comments. I do not think he was condoning appointment of mediocre ministers. His point was about commitment to a party's program of government. He thought the most loyal you get is an MP who was part of drafting the manifesto.
The framers of the Constitution also had historical precedence as a guide. In times past, in our history, a President totally ignored Parliament and ruled the country with his ministers without consultation. The framers of the constitution wanted to cure that. So they thought if some ministers belonged to both bodies, consultations would take place between the two.
To be fair to Mr Owusu Agyemang, he also did ask rather that political parties make great effort to recruit competent people as members as a cure to having mediocre ministers.
The whole problem of non-performance boils down to the President. Has he got a vision and does he want to leave a legacy? If he answers yes to these two questions, he has no option but to appoint competent individuals to the critical ministries. Nothing stops him from making these appointments outside parliament.
Let us keep up with the crusade to change the mindset of our people and we shall one day reap the rewards,

I think if there was a critical mass of deeper thinkers and implementors pushing for real change in the country, may be we would be further along than we are now, come get your hands dirty and convince folks in your circles to also take the plunge, just may be it would help Ghana really turn the corner.

You can put in charge Einstein' but if he is not accountable, then as human he is likely to mess up. When the UK MPs were not accountable in their expenses claims, most cheated. It is a Hunan factor.
Also there is no need for potential head of institutions to go and get a job in a competitive country before we can determine their calibre.
We already have thousands of well qualified Ghanaians in the diaspora - entice them to ghana to help change ghana. This is not rocket science.
