Assuming the national government has been effective and efficient at imposing and collecting taxes from all would it not be fair and equitable to exempt people living below poverty line in Ghana from paying any and all taxes assuming that is possible? We need to also remember that a loss of a source of revenue by government must be replaced by an increase in taxes and or reduction in government services or development projects. In my opinion it is more feasible, humane and in line with the norms of civilizex society for government to ensure the removal of all unsafe and non-road worthy vehicles of the highways and byways in Ghana so the government can supplement with its own city bus system that existed under the CPP and up until the early 70's. This would ensure the provision of transport by government for the poor at minimal cost while offering the poor minimal safeguards of travel in safety. Private transport owners rarely pass on equitable amounts of savings to travellers as profits roll in but pass the cost of their business operations unto riders even if deserved. The price for free government services is not zero; it comes with cost to us all or to some.
