Come election time, all the politicians have to do is stoke the embers of ethnic hatred against the Akans, and then dole out some cash to their impoverished voting bloc and voila... they herd themselves all the way to the voting booths to vote against their own interests. 'I could choose to dwell on the fuel price hikes sighted[sic] by the petitioners of the latter but I choose not to.'
Ask why 'sic' is attached to the word 'sighted' and your answer is that the petitioners 'cited' (mentioned or stated) and not sighted (seen).
After the coordinator 'but', the verb 'choose' needed to be in past tense to match with its counterpart, could choose, in the first independent clause. Corrected, the sentence might be this:
'I could choose to dwell on the fuel price hikes cited by the petitioners of the latter but I chose not to.'

YOU DON'T HAVE A CLUE.
It is true that "its" in this context should be "it is" as you pointed out but "its" is a possessive pronoun and therefore a nominal item. Compare "The snake's skin" and "Its skin"; "Ama's dress"; "Her dress".
It is no adjective by any stretch of the imagination!
