Excellent piece Phillip! The focus of social problems should be education, training & acquiring skills, not handing out free sanitary pads through loans. Poor children are hindered in their quest for education by these inadequate infrastructure such as, tree schooling. It is a gravest injustice in the 21st century for children to suffer by sitting in scorching heat just to learn. What happens when it rain? The truth of the matter is, most of these kids have the greatest chance of being a dropout than a girl on her monthly menses. How many of us can survive in such a deplorable learning environment? While sanitary pads for girls is a good gesture, it is not a PRIORITY for education. Providing appropriate learning environment & adequate tools for these kids should be the most important.

Mahama as a womanizer is obsessed with girls and their menses. One of the most stupidest social program ever implemented. This guy and his cohorts have no vision except to find silly ways and means to steal money from Ghana. Ghana is doomed forever and should all blame the supreme court with its kangaroo judges. We are in this mess because they failed to interpret the law. Afari Gyan, Atuguba and General mosquito have imposed on us an inept president who is clueless about his functions as a leader.

Just read this: 'I don’t understand our obsession with education that it should be obtained at the cost of economic fundamentals. I have to stress again, what is this madness with education that both major parties are prepared to wreck the nation’s economy to achieve it?
Did you really hear yourself when you posed the above?
If people were properly educated especially to be patriotic, they probably wouldn't have wrecked Ghana as you're claiming.
Further, you said that some persons even argue that Hilter et al were good men. From that, you suggest that what is good depends on the individual and not on the society or nation. Thus, those in power also felt that procuring sanitary pads for girls is good.
I support that the money should have been used in putting up more school buildings. The only way to move Ghana forward is by properly educating our children. The emphasis in on 'proper'.
Anyway, you did well. Next time, try to avoid insulting words. Without them, your message may still be clearly heard.

I just don't know what to say. Because our leaders lack ideas all they can provide is free this, free that. Next time they are going to promise free kids. I don't know where all this nonsense of free, free, free come from. If you are getting everything free why not produce children without thinking about how you are going to raise them. It all bores to lack of ideas from our leaders.

Ghana is finish if all the government is capable of doing is borrowing & not funding it on anything substantial but instead, distributing it freely, while the taxpayers is stuck with gargantuan debts.

Let them make pads and give some women jobs! Women constitute half the human race! So, solve the problem with this solution: Go read the article 3 March 2014 in BBC World Service titled: "The Indian sanitary pad revolutionary" (Just cut and paste the article name in your search engine.) Invite Muruganatham to Ghana (he wants to expand to other countries). One of his relatively inexpensive machines can employ 10 women and make sanitary pads for 3,000 women at 1/3 the cost of buying pads from the multinationals. And, it's a woman to woman business. I think there is also a YouTube on Menstrual Man. Sanitary Pads are an important issue. Solving through World Bank loan not the solution. But, the problem definitely needs attention for all impoverished women not just school girls. Keep problem-solving and GO READ AND WATCH. And, while we are on the topic, why not more toilets, even if they are pit toilets, with locks, solar lights (with a wire cage over the solar panel so it can't be easily stolen), and waterless hand soap? Hygiene needs to be encouraged and women need to feel safe in taking care of their intimate needs.

Great article Phil !Whenever I read such intelligent articles on the Ghanaweb,Ialways expect a meagre response. What does that tell us? Something is really wrong with our society at large. The majority of our populace are binged in mediocrisy. What is supposed to make sense, doesn't make sense these days. Thank you Rawlings and co., for killing our entrepreneurs and intellectuals, driving our most brilliant professionals who dared to open their mouth away to clean the white man's buttom abroad to make a living, or stay at home and stick your tail between your legs, and a stupid genocide, supported by the populace. I find it very naive of Ghanaians to say this will never happen again in our country. If we don't put our brains together to prevent this, that is for sure where we are heading towards.

The capitalist in this country said that the state can not be in production and service sector. A state under such condition collect taxes and consume them. It is an undeniable fact that some states collect tax for war, which is never productive and to undermine other states. Thus the state collect money to ferment trouble. Ghana has not been fermenting trouble anywhere, thus I am of the view that we have been using our money wisely.
