I personally do not understand IEA where they say there must be a law to put a cap on borrowing. My question is:Is our problem the borrowing or the utilization of the funds? To me borrowing becomes a problem if it is not put to proper use for the state to derive the best possible returns. This is exactly what is happening now. Because most of the funds borrow have been misappropriated, the nation is not deriving much in terms of GDP growth and hence our debt to GDP ratio is widening. For me the best option is to look at the utilization of funds . For example let us go back to all the money that the current government has borrowed and let us tally it to the projects undertaking by doing value for money audit and see if the borrowed funds are being judiciously spent. That will serve the country better . If the government borrows a dollar and misspent it, it will still be a loss to the state. Let us rather concentrate on the utilization of the loans rather than how much to borrow. The point is that if you use the borrowed funds properly your GDP should expand to contract the debt to GDP ratio. If that is not happening then it means you have misapplied the funds.

But the last time I checked USA governments and legislators have not adhered to the so-called limitations on expenditures either. Did we not see on multiple occasion congress of the United States increasing the debt ceiling of government? The IEA you praise is made up of people who react to issues based on the flavor of the day or week.
Where was the IEA or any of the other comical think tanks with seemingly unlimited and unsolicited bull crap of advice when leaders/administrations in Ghana since 1966 failed to appreciate the wisdom that complete electrification of Ghana was the cornerstone to economic growth and industrialization? I will spend any money, if I had the privilege to advice Ghana's government, to provide complete electrification of Ghana at any cost and you and or the IEA can suck on your respective thumbs.
