The entire article from the "cut & paste" attention seeker, francis kwarteng, the only good thing in the entire nonsense is the topic, (Mahama’s “Colonial Mentality” Of Public Officials Has Cost Many Nations) but starting from it's very silly first to the last paragraphs, a total trash. It carries no weight and no sense.
It's of course and indeed a senseless and stupid cut and pasted nonsensical article.

Nyebro Yaw,
Thanks fo much for broaching this topic here. I was raving and ranting and declaring the revolution opened a while ago while passing on the updates to ... guess what? ... the slvaishly and colonially retarded fellow Ghanaians. Below is my rant but therein lies our undoing. This slavish and colonial mentalities are costing us immeasurably. Time to bell this elusive cat! Of course, the feeble of mind will have no clue what this is all about.
----------------------------------
Fellow mostly apathetic and disempowered, educated Ghanaians,
How else can I address you, when it is a fact that most Ghanaians with the benefit of education in reality don't care enough what happens to their country to the extent that they can be described as patriotic and secondly don't believe that they can be a force of change in their country? Without a doubt, it is clear to some of us that even those running and leading the political parties in Ghana are just in it to satisfy their own egos and what they could get out of it, being clueless about how to transform the miasma of neo-colonial contradictions that Ghana and Ghanaians are..
Some of us shall not sit down any longer and allow the equivalent of the old slavers masquerading as our leaders to continue to enslave and sell off our country and us to white men in this new form of modern slavery, simply because we don't want to be a part of the modern slavers that the so-called elite are. We are therefore in a full slave revolt!
The so-called Ghanaian elite, of course, was composed from an eclectic selection of the scions of the traditional ruling houses that oversaw the slave trade and then ruled with the colonial power, their subjects and, above all, scions of their freed or escaped slaves who actually became a dominant section of the so-called modern elite in British colonies. In the French colonies, the latter actually became the dominating hires to the colonial states. They are all distinguished by their slavish mentalities and abiding loyalties and genuflection to the white bwana, the white master. Therein we shall locate this mind deadening subservience to white capitalist interests ALL the political party leaders and the so-called elite are displaying when it comes to this sell off our oil boon to the white man for a pittance!
I hereby declare the start of the fight for National Liberation that Franz Fanon and Kwame Nkrumah wrote that Africans must wage to be truly free from colonial/neo-colonial subjugation.

Francis Kwarteng,
WRT Mr. Mahama's, "...“Sometimes some public officers and members of the public who know what advice to give in the solution of a problem showed total indifference unless someone in high position intervened…”
WE SAY: That is actually Auditor/Inspector-speak, from the little we know about these matters.
They are not the words we would expect from a leader who still sits at the head of the Table and still is in fact, the Leader of the Administration, of all those "public officers".
Suddenly, Mr Mahama seems oblivious of the fact that "members of the public" are not in his administration, that they have no legal or ethical responsibility to "advice...in the solution of a problem...", particularly when it is they who are paying income tax to support Mr. Mahama and his other high level officials.
Somethings just do not "compute". That statement does not "compute".
Peace!

Colonial mentality a spoke in the wheel of national development. Some of the moments that my patriotism came to the fore were times in the Ghana Civil Service. I dealt with complains and just as a pain in the system of a sick person I did my best to cure the pain of the parties to a dispute. I do not keep quite when issues are about the state and a citizen and not showing the state where power lies, but to show the way that this is what the law states, which we must all comply with, both the employer and the employee. There were times I went to even the state security apparatus to nip some issues in the bud before they become public. I mean I stitch the matter in time before the holes in it became a matter for the public. Those were the days I was against the P/NDC and should have been leading ministers astray to make news, but that patriotism in me does not allow for it.
On and occasion a minister was just about to start reading his annual message to the agencies in his region. Then something stuck me that though the minister put on the best he has, yet the clothing was not put on in the appropriate manner. There was a great pain in my heart that so all the advisers around the minister were not able to tell him that he was no properly dressed.
I rushed swiftly like the wind and before his advisers could see both we were having our arms in the arm of each other with our back turned towards the guests. Not to allow anyone to see us I told the minister to take me to his bedroom. We resolve the matter and within two minutes we were back and he read his speech. Up to date only the two of us knew what transpired on that day.
An opposition man making sure that a minister in the government he opposes does not bring the name of his government into disrepute.

You're an exception and there are many like you, but the fact remains that the vast majority of workers in the bureaucracy are not like you.
Unfortunately, the colonially created bureaucracies and security agencies (army and the Police)in the ex-British colonies in Africa haven't been studied and analysed thoroughly and sociologically as has been done by French Marxists in still French dependencies. English scholars on the left have failed to do same. It is only when we bring class or social origin analysis to the debate that we can begin to understand the mentalities of the actors in those colonially created state organs, veritable Trojan horses left behind to perpetuate the exploitation and looting of Africans for the benefit of the metropolis. Just mentioning ethnic origins, as Banham did in his Origin of the Gold Army, completely fails to do that, as he himself failed to explain the utter disrespect in which the people held the colonial soldiers and there was much aversity towards joining the army by the free borns.
One write up available in English is Claude Meillassoux's "The Class Analysis of the Bureaucratic Process in Mali," Journal of Development Studies 6, no. 2 (1970): 97–110, in which a flitting mention of Ghana was mentioned in comparison. I have a copy at home but googled for it. It is on the web, at a price but I noticed that a large body of such write up on Africa are now available to read for free.
This is a highly specialist subject beyond the understanding of the likes of Adjoa Wangara and his hoodlums with some modicum on education and so only contribute flatulence to the debate. For you the serious minded, check these.
