Any one who follow south Africa politics would know how this woman has worked tirelessly for her country by exposing the president when he unduly benefited from his home security upgrade and also the state capture report. Special prosecutor Martin Amidu will swim in a sea of political sharks!
I enjoy reading scholarly written articles on the Ghanaian media websites. My day is completely made when in addition, such article discusses issues pertinent to the wellbeing of the broad masses of our people with no political lenses. It is in this spirit that I have read the article with the above caption written by one Francis Kwarteng.
I support his idea of the Special Prosecutor position for the Citizen Vigilante and also agrees with his thorough analysis of the problems he will face with the political elites in the 4th Republic, and indeed with his own personality as to his ability to continually live up to the solid reputation he has earned for himself that has given him the title. Growing up in high school and reading government as a subject, I knew the essence of politics and for that matter the role of government was to be an avenue through which the individual would be given the opportunities through which he would be able to realize his best self by dint of hard work and diligent living. The role of politics therefore, was to nurture in the citizenry a life rich in noble deeds and astute statesmanship. These duties of the government and by extension politics, is a direct consequence of the social contract theory where I as an individual in tandem with other rational individuals decided to surrender our natural rights to a body who as it were will be an overseer to ensure the good life for all, and rid society of that solitary, nasty, short and brutish life that were the conditions prevalent in the state of nature. To this end, the role of the government was to serve the real holders of power; the masses. The government is there to minister to the needs of the society made up of individuals. That is why we have ministers manning government positions. Unfortunately, the government so formed and clothed with all the coercive power it cares to employ for the general good, has with the passage of time, become the Lord and now being served by the original owners of true power. This is a very sad development in the generations of society to the extent that some sects see in man as so depraved that there is no way he can govern himself rightly. They therefore advocate for theocracy. That is another discussable topic which we will leave for now.
The art and act of politics has been corrupted. It is now being redefined to mean the way governments scheme to manipulate the people and arrogate to themselves the wealth of the masses. They already have the power which was so surrendered. In addition to that, they gobble with both hands, and indeed, with the addition of borrowed hands of their families and cronies to literally suck the life out of the rightful owners of wealth. In simple terms, they deny the right to livelihood and consequently, existence, of the average man. Honestly, in a deep thought, one could argue that man has not escaped from the evils associated with the life in the state of nature. This state of affairs is even made worse in places where the specter of corruption has so much been ingrained in the psyche of the people. Here, I am referring to a place like Ghana where even in the face of poverty that literally eats up the lives of people, our governments continue to blaze new and higher trails in the act of corruption. The ordinary citizen is always scheming to get rich not by dint of honest labour, but through scheming and connections with powers in high places. This is where the wonderful piece of Francis Kwarteng comes in and needs to be discussed so as to help in any Special Prosecutor position that may need to be created in the new government.
As has been stated, politics has been corrupted, and consequently the art of government, which is the avenue through which politics is practiced is at best a “con practice”, and at worst a blood sucker. In our 4th Republic, our governments have been corrupt without exception. Starting from 1992 through to the present, no government could be said to be blame free from corruption. It is here, that I don’t tend to side with Mr. Kwarteng as to why he singled out the two term tenure of Rawlings. If the Special Prosecutor needs to prosecute previous regimes, then it must be from 1992 and not 2000. The circumstances that led the Kuffuor regime to declare the country as HIPC could not have arisen as a result of normal and reasonable lows in governance. If it could be argued that the corrupt officials in the Rawlings regime were tried and jailed and so justice was done, then, in the same token, there were trials for supposed malfeasance by the Mills administration of NPP officials, so there too we can say justice was equally done. I remember President Mills on his inauguration saying he will crack the whip. I believe he did crack the whip. The fact that no one was not found culpable means that the law found them to be so. It does not mean though that there were no wrong doings. However, to try and go back to resurrect cases that have been decided will open a whole can of worms. How far should we go to find culprits? Do we add Tsatsu Tsikata’s valley farm issues and debacle that made Kwesi Botchway resign as the Minister of finance? Or do we try Rawlings for Sani Abacha’s “gift”? I believe it will be more appropriate for the role if created to start to purge the nation from the tenure of the just ended regime. This must be thorough to set precedent for the incoming administration and be forewarned. I was so happy when Kuffuor jailed the corrupt NDC officials. It is unfortunately the precedent did not bite in the succeeding regimes. We must find ways to make sure this position becomes effective.
Talking about effectiveness also raises the issue of the personality of the Special Prosecutor himself. How will he behave? Yes, his position like all government appointees are created to be supremely loyal to the interest of the people. How will he prosecute this task, first as fallible man, and secondly, and even more dangerously, as a man known to have political colours like Mr. Kwarteng said. It is a daunting task but extremely crucial if we are to exorcise from the politician, and by extension the ordinary Ghanaian, the corrupt mindset. No human institution has been able to completely stem out corruption. However, we cannot afford as a people who are on a daily basis faced with the gaping deadly jaws of poverty ready to swallow us en-bloc, to allow unfettered corruption to run its full course right in our faces. That would mean that we are preparing ourselves to make a journey back to the state of nature where my brother, no one has a stake.
