These are on the books because in democratic legal jurisprudence/legal thinking, individuals can use the authority given to them by a dint of the fact that they are in government to persecute those they do not like.
This can be identified through pronouncements, affidavits, testimony and so on.
If someone cannot sue for such things, you see how govt's can use the legitimate processes to persecute people they do not like or for other motives.

I rather expect you to sue for malicious prosecution and a few other failures. The whole thing was probably a frame up to tarnish his hard earned reputation or to deprive him from certain opportunities. There were a few other extremely dangerous and cantankerous characters in the police service at the time when all these troubles happened. This well educated and very experienced person in the service of our police is a treasure to the Nation. He simply has to be properly compensated or for him to sue. Well the treacherous and evil characters who probably orchestrated this whole thing have a lot of explaining to The Almighty God. Karma has probably started dealing with them already.
