What kind of stupidity is that,where did that nonsense happen before which should be an example for Ghana to follow,if ministers have to write 20 page garbage to get the nod for their positions then how many pages will the presidential candidates write before Ghanaians vote for them?
These is some of the reasons why many Ghanaians cannot perform because they think performance means writing of long essays to get their certificates.
Somebody knowledgeable person should tell this so called doctor he needs education to know these ministers are not looking for degrees.
Next time this guy will say we appoint Kweku Bonsam to be minister of culture or appoint farmers and fishermen to head agric ministries.

Your suggestion that the ministers must not have deeper knowledge before their appointment to the office they will be responsible is also wrong.
The vetting committee should be responsible for eliciting responses to questions they pose to the ministers designate and they must demonstrate their knowledge of the issues.

Take for instance the Minister of Justice. Do you think the president can just appoint any person to fill that post? How will persons without knowledge of the law argue cases on behalf of Ghana and also understand the legal stuff they will be dealing with?
Lack of proper policy direction, vision and oversight has resulted in a lot of costs and under-development to Ghana and mostly, unqualified ministers and their attendant civil servants are responsible for the plight of Ghana.

Dr. Boame, it is not ministers and or political appointees who should determine the fate of institutions they head or manage; it is the government through its legislative body that should have some basic specifications, best practices, procedures and policies in place long before departmental staffing. Would all you clowns on the board vote for an appointee who vows to fire every employee at his/her ministry and start recruiting qualified staff, restructure the department's hierarchy and is willing to pay what it takes for effective and efficient staff to run the department? You clowns on the board would throw him/her out for daring to have brains, ideas and ideals
From where I sit, the board/government should have best practices and procedures already in place for government institutions upon which you could use to interrogate these nominees to answer questions, not hypothetical ones, but events that have happened in Ghana in those departments over the years and over various administrations that stil persist as a culture in those department.
You may be carrying your earned doctorate degree to be called doctor but you and others sir are yet to seek and earn wisdom.

I agree there should be a degree of knowledge and understanding of subjects related to a ministry that one heads. Writing a briefing paper (not necessarily 20 pages long) on the key issues relating to the sector and the person's (and government's) plan to address those issues and being to articulate these at the hearings would be a great idea.
That said, sector ministers are there to promote the government's agenda and make sure things are working and well organised but let's not forget that it is the technocrats and rank and file workers who deliver the core agenda of the ministries. I also wonder how in a practical way this process of 'An Essay for Vetting' would work, given the short time notice from nomination to vetting. We also have to bear in mind potential for plagiarism or 'contracting papers for others to write for the less well informed'.
Overall I support the idea as long as it becomes a standard for all ruling parties. It might also need a constitutional instrument to govern it or would it?
