...anywhere in ghana, people believe that schools, streets, running water, electricity, health care, waste management and progressive economy is achieved through prayers. ultimately, ghanaians don't work. from monday to monday, you see brain-washed ghanaians running to FAKE PASTORS hoping for a better economy. it doesn't work that way. why did got give ghanaians brains? or do ghanaians have brains? do ghanaians know what the brains are for? sitting, singing and praying will not pave your roads, neither will it clear up the dirt and filth seen all over ghana - open sewerage, devastating electric situation and rotten politicians. prayers won't build houses. now this stupid president, just as stupid as kuffour, is calling ghanaians to pray - in other words, he is saying that laziness brings economic development. it doesn't. it is time for ghanaians to wake up and start planning properly to a sustainable economic development. PRAYING MY ASS: oh how i miss this great ghanaian who freed us from white oppression and colonialism, NKRUMAH.

The headline of the story under review seems to attribute the, "...before the worst happen" to President Mahama, a situation which the body of the story does not support.
That part of the story is carried in paragraph 8 when the story reported Archbishop Palmer Buckle in a sermon saying, "...lest the worst happen"
This headline is plain dishonesty, aimed much to present the President as conceding the fact that unless by divine intervention nothing could be done to save our economy and that the very worst can happen.
While not (the President nor I) downplaying the ability of God to turn our plight around for the better, we must desist from putting such defeatist words on the mouth of our President. Remember that he is the spiritual head of the nation and his dying spirit would mean a dying Ghana.

Mahama should go round the communities in Accra and Tema and its environs during this rainy season, and see the muddy roads and filth and disorder that has engulfed the city. He should get of the main roads in Accra and go to where the people live, the disorderliness of our markets and communities, the congestion on our roads, the piles of filth in our cities and he will see how far away he has turned our beautiful Ghana into a jungle where life has become the survival of the fittest. The weak and feeble drop dead in our health facilities that have been turned into grave yards.
He should have mentioned only one area where he has chopped some success. Is it health, education, electricity, water or roads. I am sometimes at a loss as to where all the nearly US$ 2.0 billion dollars extra revenue we have made from oil in the last 3-4 years plus all the unprecedented borrowing has gone? And we are still borrowing to supply sanitary pads? This government has lost it. Completely lost it. But the hypocrisy and sycophancy of our elders will not allow them to tell the king the truth, that he is indeed Naked.
Mahama should wake up from his slumber and see the real suffering of Ghanaians instead of trumpeting on the rooftops about non-existent success stories. The people are dying so he should cut the crap and the corruption and give us a break.

Why Mahama can't resign after all these useless and puppet NDC administration which cannot do anything better thing for our nation
and the Ghanaian People?
So can't Mahama see that he himself and his NDC so-called politicians are
are a curse to this nation?
Look at the level of Ghana's institutions, businesses, trades, cedi, economy, today Ghana has to go
to the world Bank to beg for a loan of $156 million pay interest on it to come to Ghana before our girls and mothers can buy sanitary pads for the use of their monthly periodical cleanliness, why? why? and why? Mahama, so Ghana has no resources which can help buy such materials for
our mothers and girls in the schools
unless you and your useless NDC politicians has to go the World Bank
for such a loan?
Under every NDC administration, we always see Ghana as a hopeless State,
Military administrations even performed better than the so-called
"MMAA BUNU" (Youth) administration
of NDC. Stupid fools.

You are a big fool for your comments. At 65 Rawlings and his wife have nothing more to give the nation they so pushed to the ground, their only motivation this time around is to come and eliminate their so-called political enemies, lay siege on the oil money and prepare the ground for their kids to ascend to power. With his foot in mouth disease, he continues to stoke tribal tensions
by fanning the flames of the Ewe- Ashanti divide. This divide never existed until
this twerp imposed himself on us

My advice is that tthe govt. also checks its communication team and the Ministry ofmFinance and Economic Planning. An economy is held together by hope the people have in the system. When people anticipate the cedi will keep falling, they keep changing dollars even when its not needed. The Bank of Ghana's forex policies sparked off people's action to withdraw all their dollars. There is something just not right at the Ministry of Finance.

I'm not mincing my words nor being overly partisan by inferring that our president has been such a bad example of a leader. Once the election petition was over the expectation was he'd stand tall, well above the mundane partisan divide and sense the mood of the nation. This would have propelled him to act with precision and heal wounded hearts and minds. Extending a hand of friendship and cooperation to the opposition would have gone a long way to restore confidence and trust in the presidency. Instead of uniting a polarized and divided nation the President was at his insensitive best, taunting the opposition with his poor choice of words. I'm not expecting the see no wrong, do no wrong sycophantic crowd to take kindly to my admonition but those childish pranks are as repugnant as they are unpresidential. It was said of him by those whose duty it was to introduce and market him to the ghanaian electorate that he is a communications expert but his spoken words have rubbished the kind generosity of his benefactors . It's unfortunate that when it requires the goodwill and full support of every ghanaian to help put the nation back on track is when the president exposes his poor sense of judgement. President Mahama certainly wasn't calling for unity and singleness of mind and purpose when he swaggered into Kumasi, the main opposition backyard, and danced to the tune of "Yentie Obia" like a petulant school boy. If he's now trying to get serious about fulfilling his presidential mandate to the people then he'd have to show some seriousness. Now it appears the President is mumbling words from both sides of his mouth.

Tribalist man, your hate speech wont take you anywhere. If you think that bush and illiterate people, "Asantes" can create such a problem for the rest of you,"the smarter ones", then there is the need for you to learn from them, Asantes. It's time that you stop your nonse Asante this, Asante that!. Do you think u can always do this dived and rule forever? Don't U and your tribe's men go to the same market like the Asantes? Are you happy with the situation? May be you need some "eye opener" from the Asantes so that you can see better.
For your information and free education, the illitereate Asante has self-confidence and can do it mentatlity and that make them productive and successful. Sorry by being tribalist like u but sometimes, we need to return fire for fire.
Go to Ho, Cape Coast, Tamale, Wa, Bole Bamboi and educate yourself if the suffering Ghanaians are Asantes or people like you and me.
I do not know which statistics informed you that Asantes are illitrates. Speaking english does not make you litereate or educated person. I have seen English men who can neither read nor write. Education is ment to enable you interact effectively within your setting. If the illiterate Asante is able to meet his needs, then the deal is done!
Have you been to the Uni campuese in Ghana? Do you know regional repsentation in terms of ethnicity? I have been to 4 European universities. In Uk, the dominant African students are Nigerians and the rest is Asante. You meet 3 Ghanaian self financing students and 75% are Asantes. In Germany, the majorirty African students are from Cameroon and here too, Asantes are highly repsented here too.
If you don not know, NDC organised weekly demonstrations from 2001 to 2008. What crime did K4 commit? Because he is Asante? Please stop this your tribal sentiment and smell the coffee. NDC criticised K4 before was govt was 100 days old. Please stop your tribal nonse and let big brain think. Wish you a nice day.

I have been to him, interviewed him in my capacity as a journalist and I can tell you with all certainty that Nana is shrewd, intuitive, kind, honest, humble and all the good qualities a man must have. But anyways, all I know is that NDC is scared of Nana Addo because he has the wisdom to reveal all their thievery and criminal activities when he is given the mandate. That is why all NDC supporters seem to be saying what they don't even know about Nana, only to sway voters from Nana to Alan the most notorious puppet of a man, seeking to compete with Nana Addo.

John Mahama, the controversial president of Ghana is said to have told Ghanaians that they should pray before the worse happens. This looks very interesting. I do not know why a person like Mahama who has never exhibited any move at uniting the country should give this advice. If Mahama wants peace in Ghana, he would not have acted to irresponsibly by stealing the people's mandate. If he wants unity, I would only advise him to retrace his steps and know the crime he has committed against Ghanaians. His advise is unwarranted, uncalled for and amounts to HYPOCRISY. Can Mahama bare his chest and say that he indeed won the 2012 elections, both at the pools and at the proceedings of the corrupt Supreme court hearing? Indeed a day is coming. People like Mahama should think twice before they advise others.

There seems to be an implicit threat in the words "“We seem to be politically so polarized and divided that we really need to pray to god to bind us together lest the worst happen.”
Politically polarized we very much are, but what could be the worst that could happen to us, if after praying so hard and continuously, the utterances of the Mahama led NDC gov't, always seeks to divide us based on reckless propaganda and parochial partisan interests, to deflect criticism from non-performance, although the nature of our culture and by virtue of our intermarriages, we are one people?
Ghanaians are people who detest threats, and unequivocally condemn it in no uncertain terms. Threats or any form or semblance of it has never achieved anything, but rather, it emboldens and stimulates chaos, especially in a situation where, the Mahama led NDC gov't has got very little to show for it's leadership and stewardship.
Ghana is good, Ghana is beautiful, God loves Ghana, God has endowed each and everyone with what it takes, and we can make it work, but that is a decision the masses make, based on competence, based on the ability to deliver and premised on the sovereignty of the mandate of the masses.
The daily talk of the ills of the Ghanaian society if truth be told, is the daily reality of the lives of the masses, with the exception of the very few, and the success stories which the Mahama led NDC gov't cannot tell, is because, they are few and far between, and that is the reality.
Ghanaians are going to pray, but what they would not put up with is the Mahama led NDC gov't veiled threats on the masses, No, that is not going to happen. Ghanaians are demanding performance, they want to see results eg dum sor dum sor being a thing of the past, and not statements to the effect that, Ghanaians should be grateful for a problem that has not been solved.
Ghanaians want to see the 50SHS in 2013, with their children accessing these facilities to seek knowledge to contribute their quota towards national development.
Ghanaians want to see the 10 new teacher training colleges to produce teachers to educate our children to gain knowledge to compete in this highly globalized and technologically driven world.
Ghanaians want to see the integrated Iron and steel industry at Oppong Manso.
Ghanaians want to see the full middle income economy with positive microeconomic indicators such as a strong currency, single digit inflation, etc, etc.
These expectations are very, very valid and no amount of veiled threats from any quarters would stop Ghanaians from demanding these results.

The negative outlook experienced by Ghanaians is due to gross fiscal indiscipline by the operating administration. Here are the reasons for national suspicion in your propensity to mismanage national well-being:
Continued fiscal imbalances over the medium term.
Deteriorating debt metrics.
Declining foreign-exchange reserves.
Increasing vulnerability to external shocks.
Tight domestic and external funding conditions.
Continued challenges to government's ability to fund itself.
Statistics:
High and rising debt burden.
Deteriorating debt affordability.
Public debt to exceed 65% of GDP by the end of 2015 (55.7% in 2013)
Rising interest expenses relative to government revenues.
Persistently high fiscal deficits causing increasing debt ratio.
Rising interest payments
Inability to clear arrears,
Expenditure increase scheduled for 2016 (i.e., expenditure and the electoral cycle are highly correlated).
These factors have negated the revenue-enhancing measures introduced by the government in 2013
Government is unable to reduce its wage bill as a percentage of tax revenues (currently above 50%).
The governments spends 23% of income on interest payments of its debts (an increase from 14% in 2012)
Ghana is trailing in 95th percentile among all rated sovereigns by Moody's on this metric of fiscal stress.
Interest payments does not show any sign of falling during the first quarter of 2014 (caused by high rates on domestic debt).
Domestic debt is about 50% of total public debt at the end of the first quarter of 2014,
One third is short maturity which must be paid promptly.
High susceptiblility to liquidity risk because of the government's large debts.
Current account deficits have become double-digit (only a small part is financed by net foreign direct investment inflows).
This means Ghana will be in trouble when international capital flows are stopped.
Cedi has become very weak.
Inflation is above the target of 14.8% (May 2014),
There is declining international reserves means cedi's value is falling and expected to continue falling.
Gross international reserves at the central bank (end of the first quarter of 2014) can only pay for 2.7 months of imports (this country produces little of what it needs and is heavily
import dependent).
As revenues falls, the Bank of Ghana has monetized the fiscal deficit (first quarter of 2014) causing higher exposure than the entire full-year of 2012 or 2013.
Falling and failing investor confidence in the ability for domestic debts to be repaid.
The government is borrowing heavily from the domestic banks causing increase risk of domestic funding for local enterprises.
Fiscal monetization is expected to increase inflation for the foreseeable future.
The only positive expectation is that foriegn costs on energy will be relieved with the local Jubilee field gas pipeline (in the coming months)- this is at best, a medium term measure.
It is believed that this should ease some economic pressure by reducing the import bill on energy and the associated current account exposure.
An expectation that oil production will reach full capacity over the next few years is supposed to help in government revenues.

Notwithstanding the numerous challenges associated with the 2012 polls which culminated in the seminal presidential election at Ghana’s Supreme Court, the governing National Democratic Congress (NDC) appears to be leading the nation to yet another difficult and tumultuous general election in 2016 by deliberately starving the Electoral Commission (EC) of funds.
The National Forum has gathered that the EC, which is constitutionally mandated to conduct public elections in Ghana, has had to postpone its scheduled activities in the run up to the referendum on the 1992 constitution, District Assembly Elections and the preparation of a new voters’ register because the Mahama-led NDC administration has failed to release funds to the commission.
According to EC’s programme, a limited voter registration exercise will commence on July 25, 2014.
However, barely two weeks to the exercise, nothing is happening as there is no information or publicity regarding the registration and training of staff for the exercise.
This may lead to the registration being done haphazardly, impacting negatively on the quality of the voters’ register for free and fair elections in the country.
Fears are being expressed that if the trend of late release of funds continues, the 2016 elections could be in danger, a worrying phenomenon that could plunge the nation into chaos.
The EC had to conduct the 2010 District Assembly and Unit Committee Elections in bits or what was referred to as ‘tot by tot” with numerous difficulties across the country because government failed to release money on time.
EC’s budget
Out of budgetary requirement of GH¢327,179,894 submitted by the EC for 2014, only GH¢141,082,137 had been allocated to the commission for the implementation of its programmes.
The balance of GH¢186,097,575 required to conduct and supervise the District level elections and the expected on the 1992 constitution has not been allocated.
When the Special Budget Committee of Parliament raised concerns about the short fall, requesting the minister for finance to find the additional amount of GH¢186,097,575 expeditiously to enable the EC conduct the impending elections without hitches.
The committee was worried that any delays may affect the programme outline of the Commission.
Even though the ministry of finance gave assurance that the amount would be taken from the General Government Service Vote, our information is that the full amount has not yet been released.
It would be recalled that poor conduct of the 2010 District Assembly elections culminated in the setting up of a parliamentary inquiry committee, which investigated the difficulties of the Electoral Commission in conducting the elections.
The committee identified late release of funds as a major cause of the difficulties that confronted the polls.
Investigations conducted by The National Forum have revealed that the EC has not been provided with the needed operational funds to even fuel its assigned vehicles, giving disturbing signals that the commission may not be well prepared to conduct credible elections in 2016.
Afari-Djan Summoned
EC’s Chairman Dr. Kwadwo Afari-Djan was recently summoned before Parliament to explain why his outfit had not been able to carry out its scheduled activities.
The National Forum had learnt that even though Dr. Afari-Djan admitted the commission was facing some challenges; he fell short of acknowledging that they had been cash-strapped because government had failed to release funds to the commission.
Fears Expressed
Political watchers feared the country could be thrown into complete turmoil if the Mahama administration failed to adequately resource the Electoral Commission to conduct free and fair election in 2016.
The 2012 general election, which could have been the most credible poll in the history of the fourth republic, was riddled with widespread malpractices and constitutional violations partly because appropriate remuneration was not given to qualified personnel to handle the polls.
Evidence available shows that personnel were poorly trained to man the biometric machines which were introduced to ensure the principle of one man, one vote in the last election.
This was attributed to late release of funding from government. “As if the Supreme Court presidential election petition hearing has not thought us any lessons, we are having a situation where the EC is again being starved of the cash needed to function efficiently,” a political watcher told The National Forum.
The paper has gathered from some highly placed sources within the Electoral Commission that some senior members were getting worried about another embarrassment after the next elections, following the nearly ruined credibility of the commission during the hearing of the election petition.
Worries of EC staff
The National Forum has been told that a petition has been signed by some senior staff at the EC, threatening to boycott any activity that may be brought too close to elections.
According to some opposition party representatives who spoke to the paper, the deliberate refusal to release resources to the EC was part of a grand ploy by Government to weaken the structures and preparation by the commission to conduct credible elections in the country.
This will also give room for agents of government to employ various machinations to rig the polls.
This, according to a party representative, could be a recipe for chaos in Ghana.
“Nobody will allow any manipulation or misrepresentation of the wishes and aspiration of the Ghanaian people as we experienced in the 2012 elections. We won’t sit down for that to happen again,” he warned.
All these are happening at the back of the NDC embarking on a biometric registration exercise nationwide with the speculation that the governing party was using some of the kits used by the Electoral Commission in the 2012 registration process.
“How they got them, no one knows. But we are aware of the complaints of missing biometric machines from the pool that the EC used. Again, why the EC has chosen not to make the necessary complaint to the Police for a search and possible retrieval, we cannot fathom,” the party representative wondered.
Release of statutory funds
EC’s financial predicament adds up to the tall list of public institutions that are not receiving their statutory funds because of the country’s failing economy under the leadership of President John Dramani Mahama.
Statutory payments to the District Assemblies Common Fund (DACF), Ghana Education Trust Fund (GETfund), National Health Insurance Levy (NHIL) are all in huge arrears, virtually grounding the operations of most state institutions to a halt.
