Dont get me wrong , there is nothing wrong with designing and building of these two hundred schools. I am all for it if it helps Ghanaian school Children access quality education. and for me Begoro in the West Akim District is even significant because i have family there. So i would desperately want this programme to succeed.
However why still in this Globalized world is the Government of Ghana not being transparent with its citizens on some of these projects ?
How they are being funded?
What Quid pro quo is involved ?
How much Ghana Government funding is being applied ?
How much private capital or Loans is being applied ?
How much we are geared to pay back for this in the future ?
Folks, these days its very easy to find information on details of Loans and projects very easily.
Its very easy to compare and contrast the costs of loans and other encumberances to determine whether they are good value for money or not ?
Look Guys the 200 Senior High Schools that are being built are being funded by a Japanese Company, Toyota Housing Corporation with Ghanaian Local Partners, Ghana - Japan Oil , a company seeking Oil Concessions in Ghana and Africa, for $25 million Dollars.
All the 200 Senior High Schools would cost $25 Million Dollars to complete. The costs is quite reasonable in my estimation, I wish we can deliver more of these schools ( Design and Build) at reasonable costs?
That is not bad at all given how much monies Ghana Government had spent elimination so called "Schools under Trees" and their inflated final contract sums.

Our problem is simple - weak institutions, corruption and sleepiness on the part of Ghanaians (a very docile lot, we are). Why is that you don't hear of such serious problems in western countries? The answer is simple, the winners can tale all but they cannot touch what belongs to the people ie their human and economic rights. Politicians are not allowed to be corrupt, embezzle state funds, and mismanage the economy without any consequences. Their Primme Ministers are subject to police investigations and previous leaders can be charged with offences and convicted (see even Israel, France etc). This happens because their citizens won't tolerate it, as they are not sleepy and docile like us. Even Kevin Prince Boateng won't tolerate it, that's why he asked the GFA officials a simple question ie 'what has hapened to all the money from FIfA?'which they couldn't answer.
It is clear we are lost if the Emile Shorts and IEAs of this world can't see the obvious.

At least, then, we'll have him in Parlament on a daily basis and be able to hold him accountable just as Busia was made to.
How is it that the executive president and commander in chief of our armed forces is not accountable to anyone and does not answer any questions from anyone? It was the same under Rawlings, Kufour and Mills. The President is given so much power but he is always missing in action because he is not required to appear in Parliament everyday, and there is no incentive for him to get across any issues of national importance. All he has to do is to donate cows and food to a school from time to time with the media in tow.
We have made our own bed and we must either lie in it or throw it away and get a new one.
The next President will be the same, and why not? He will have no incentive to do much at all.
We copied the USA's system but we forgot to remember that their President has to contend with a far more educated population and a very fierce media that do not give him an inch to manouvre, unlike in Ghana.

The Council of State is organically alienated from the good people of Ghana. What we need is something that ties in with our traditions and customs, such as the Council of Elders. What we need is a National Council of Elders.
You see, unlike our MPs whom some claim, take bribes and then go to the floor of Parliament to project the ideas of their sponsors, in a Council of Elders, everyone expects you to "talk sense"!
Issues such as the introduction of GMOs into our food chain, the "rights" of the plant breeder vis-à-vis the rights of farmers, the issue of damages as a result of GMO contamination of organic crops, labelling and monitoring of the health and environmental impacts of GM foods already in the system, could better be managed by the Council of Elders, rather than what we have so far seen our Parliamentarians doing!
The National Council of Elders should be elected by the Regional Council of Elders. The Regional Council of Elders should be elected by the District Council of Elders. The District Council of Elders shall be elected by Local Council of Elders.
Further refinements could be made to the crude structure to make it more effective and take over the oversight responsibilities of Parliament and make the Council of State more relevant and bring it closer to the ordinary Ghanaian.

I disagree that the present system is the cause of the unproductivity in governance, rather it is the attitude members of the political parties and how they cultivate relationships with each other. I recall when Mr. Victor Owusu described some ethnic groups as inward looking and others as pepeni to denigrate exalt their ethnic origin as wiser and upward looking. I also remember of recent memory when a leading politican of the NPP said 'all die be die' and Mr. Kuffour made no patrotic remark to condem both statements. He lacked courage to speak the simple truth for national unity. Both parties are gullible of this type of talk. But I also remeber the man of couarge Mr. Rawllings who critial of both the NDC and the NPP as a national patriot. Although Mr. Kuffour's style would be different, I am dissapointed of his silence as silence means approval of the status quo!!! Is Mr. KJuffour a partisan or a patriot?
Does patriots like Ceasar honour themselves with the highest accolade when in office? Does patriots appoint their kindreds as the defense secretary for fears of being close tothe BIG GUNS?
The opposition parties instead of focusing on analyzing the policy differences of the ruling party encourage thier followers and leading members to insult members of the ruling party. I hope Mr. Kuffour starts his campaign of education with comportment of members of the parties and the citizenry.
In restrospect why did Mr. Kuffour not introduce the Upper House during his tenure? Is it an indication that if the NPP does not rule, then nobody should rule. Is it a mirror reflection of if the Ashanti NPP does not rule, then Akyeam NPP should not get support from the Ashanti NPP.
Why is it that other tribal groups in the NPP are second fiddle in government. During Kuffour time, his VP was from the North, did that mean Mr. Alui Mahama was rendered unproductive for eight years? The man died out of broken heart as hope and sacrifice makes humans live. Why was Mr. Mahama not elevated to the flag bearer by popular support in the NPP? What role did Mr. Kurrpu play in the nomination fo the next flagbearer and sidelining Mr. Mahama? The answer might be attributed to tribe as tribe counts in the small enclave called Ghana. How many non-Akans served in Mr. Kuffour's cabinet? Why should Dr. Bawumia again be selcted as VP for Mr. Akuffo Addo twice, and why NOT ROLE REVERSE the two making Mr. Akuffo Addo the running mate and Bawumia the flagbearer.
Finally, the notion of running a presidential system of governace with parliamnentary mixed is a disasater. Making parliamentarians cabinet members contradicts the notion of separation of powers. Should Mr. Kuffour not see the weakness of this structure or is he fixated on the British parkiamentary system where he recieved his scanty higher education?
I do hope Mr. Kuffour looks at the broader picture and lead us as a statesman instead of carving small empires for his clonies. Can a 25 years old lady with productive ideas be a member of his supposed Upper House as he suggests the British Parliamnetary system? Or is this another mechanism to drain the resources to pay clueless and idealess elders? Iam just asking as he proposes this new system. Much as the Esteemed Ex President Kufuor has also added his voice to the proposition about the way our democratic architecture is presently constructed, I don't think we need another chamber ie an upper chamber to further scrutinize bills before being passed into law.
If anything at all, Ghana should be looking at downsizing the executive and the legislative body and not increasing their numbers.
What is hampering our present parliament from effectively scrutinizing bills before they are passed into law, and how does an upper chamber address this identified problem? How again do we ensure that, our parliament is able to scrutinize bills extremely well before being passed into law without the creation of another chamber further ballooning the legislative branch of gov't?
How about the Executive? Do we need that many ministers, deputy ministers, directors, deputy directors all working on basically on the same issues? How about scrapping the deputy minister portfolio and allowing the directors and deputy directors of these ministries to take an active part in driving decisions and policy since they are the technical experts?
And finally, how about the strengthening of our local governance structures where there's active citizen participation at the local level and by so doing promoting and entrenching effective decentralization and as such cementing our democratic process as a bottom-up approach and not the other way round?
Much as an upper chamber is a laudable idea, Ghana does not need big numbers at the executive and legislative branches. The numbers should be decreasing, whilst strengthening accountability and effective governance at the base in a pyramidal structure.
The current structure and our obsession with it, can be seen as satisfying the whims of the upper strata of our governance system, defeating the purpose of democracy as emanating from the sovereign will of the citizenry and as such, a bottom-up approach of governance. We have effectively turned our democratic governance structure upside down. That is why some of us would like to see a reduction or limits of the powers of the Presidency, a reduction and consolidation of our governance structures and devolution of power to the base. An upper chamber would not address the winner takes all system of gov't.

Or is this an attempt for him and his cronies to be at the helm again? Enough is enough!!!
I disagree that the present system is the cause of the unproductivity in governance, rather it is the attitude of members of the political parties and how they cultivate relationships with each other. I recall when Mr. Victor Owusu described some ethnic groups as 'inward looking' and others as 'pepeni' to denigrate others and exalt his ethnic origin as wiser and upward looking. I also remember in recent memory when a leading politican of the NPP said 'all die be die', to mean death to the Ewe and Gas but Mr. Kuffour made no patrotic remark to condemn both utterances. He lacked the moral courage to speak and humanize otherness for the simple truth for national unity.
All parties are gullible of this type of talk. But I also remember the man of couarge Mr. Rawllings whose critical discourses of both the rulking NDC, a party he found and the NPP as a national patriot trying to reform party accountability. Although Mr. Kuffour's style would be different, I am dissapointed of his silence, as silence means approval of the status quo!!! The status quo of inefficiency and corruption. Is Mr. Kuffour a partisan or a patriot? I don't see both as his own political party is torn in petty scubbles and at the national level, his impact is nil.
Does patriot like Ceasar honour himself with the highest accolade when in office? Does patriot appoint their kindreds as the defense secretary for fears of being close to the BIG GUNS?
The opposition parties instead of focusing on policy analysis the ruling party to contrast with their own approach rather encourages their followers and leading members to insult members of the ruling party. I hope Mr. Kuffour starts his campaign of education with comportment of members of the political parties and the citizenry.
In restrospect why did Mr. Kuffour not introduce the Upper House during his tenure? Is it an indication that if the NPP does not rule, then nobody should rule. Is it a mirror reflection of if the Ashanti NPP does not rule, then Akyeam NPP should not get support from the Ashanti NPP.
Why is it that other tribal groups in the NPP are second fiddle in government. During Kuffour time, his VP was from the North, did that mean Mr. Alui Mahama was rendered unproductive for eight years by his accounts of a redundant VP office? Is the system not to groom leadership for the next level? The man died out of broken heart as sacrifice and hope make humans whole and fulfilled. Why was Mr. Mahama not elevated to the flag bearer status by popular support in the NPP? What role did Mr. Kuffour play in the nomination fo the next flagbearer and in sidelining Mr. Mahama? The answer might be attributed to tribe politics as tribe counts in the small enclave called Ghana. How many non-Akans served in Mr. Kuffour's cabinet?
