Our system is queue to vote and let the status quo reign. Look the additives that makes democracy workable is missing from ours and that is "the rule of law". I have said before and will not stop saying that till we allow the law of the land crack its whip and respect no one, we will keep on complaining till thy kingdom come.
We have some people in Ghana who are above our laws and what nation on this planet is developed with that foolishness? I can bet with my last pesewa that the school mentioned in the articles has been funded but someone has taken the money at the expense of those innocent children whose mistake was to have been born in Ghana. Dig deep and the truth will come out that it is either the MP or DCE or someone in authority who is wrecking havoc on these innocent souls.
When caught, that person will use his political affiliation to let the case die naturally and he/she will even taunt his/her accusers. That is Ghana and such scenario is quite common across the country.

Laid out,why do most of our intellectuals pretend that playing a mere 'game of musical chairs' will make all our problems go away? We live in a country full of charlatans(liars, cheats, and 'greedy bastards'),and your prescription for upholding the "rule of law" is music to so many ears! As I have already intimated, the worst culprits are those who know,or ought to know better! Judges and Lawyers are corrupt to the bone;Dr and allied health-care givers are overly greedy and exhibit no compassion;and of course, the bureaucracy is essentially run by thieves and or lazy drones!
Is it not a serious indictment on our society today that, the only way to get people to 'fess up' is through the invocation of the curses of 'powerful' river deities like "Antoa Nyamaa", "Bokyerwa", etc? So how is the strict application of the tenets of the "rule of law" going to change anything?
MONEY has gotten the better part of us,as a people; and leading a noble and honest life, has become the exception, rather than the norm,so please let`s not kid ourselves!

Pelicles, you hit part of the nail's head in your beautiful contribution to our ongoing search for solutions to our perennial problems.
There's the disrespect for the rule of law and it starts from the the top;there are no consequences for malfeasance in Ghana. As long as you are married to a member of our impotent Council of State you are free to violate our laws and get away with it;I could go on.
Our vetting committee in Parliament recently "rewarded" a former deputy chief of staff,Mr Segbefia, with an elation in government by failing to do their due diligence when he came before them. This guy, while working at the Castle, was accused of working in concert with some crooks at Tema harbor who practically steal fellow Ghanaians imported cars, under very dubious claims, and sell them.It was widely reported in this forum,a lady one day stormed the Castle raising Cane and demanding that Segbefia refund her money or produce her paid for car. This case died it's natural death as usual in Ghana. Now here's one of the reasons why our democracy is not working.
When Segbefia came up for vetting for the position of Deputy Minister of Defense,he claimed no monies changed hands in his office and our IMPOTENT committee members NEVER confronted him with this possibly credible charges leveled by a fellow Ghanaian at the former seat of government. The least a committee member could have done was look for that woman and have her tell her story. That opportunity was lost,Mr Segbefia sailed through the process and now,if approved by parliament,he's going to be handling a $300 million loan that the government is seeking to fund our Military in the purchase of equipment they'll need in performing their UN mandated responsibility in Mali and South Sudan.
Our nation and her governance are fraught with anomalies of this nature on the daily basis and that is why our nascent democracy is not working. We don't have the people with the love of country and the political will to attend to the proper running of our national affairs.
WE SHOULD LOOK IN OUR NATIONAL MIRROR COLLECTIVELY FOR THE CULPRITS HURTING OUR DEAR MOTHERLAND.IT'S THAT SIMPLE!!!!

Great Example of School-Children's Buttocks on Concrete Blocks (BCB)
Dr. Bokor you raised a great question and you illustrated it with a beautiful example of the BCB.
Why isn't our version of Democracy not working for us? The answer is of course very very SIMPLE. It is like asking why is my room in the house built on an old dumping ground ("borla") SMELLING?
I am sure you can guess the answer. Let me illustrate this using the BCB example:
PROBLEM:
Pupils in this school require chairs desks ( in this case about 25 perhaps)
TOTAL COST:
2500 CEDIS (non-govt): 5000 CEDIS (if Govt-for usual reasons)
PREVAILING CONDITIONS
Population of village: 600 working adults
Occupation: Farmers with disp.income 100 cedis/wk av.
lIQUID Assets : SALARIES,Rentals etc: 10,000 CEDIS.
All these numbers are approximate but
I am sure you can see where I am going with this.
QUESTION: ( a special Prize for the correct answer)
Your child is going to attend this school. you live in this village. What do you NEED TO DO for solve this problem for your kids sake?
So you see the " Ahaa" situation.
Please answer me honestly: Is this a problem that requires the attention of the PRESIDENT of Country of about 20 million souls and a GDP of 50BILLION DOLLARS ( acc.to. Wikipedia)?
There lies the problem. Our democracy simply means "DEPENDO-CRACY". At all levels and everywhere, everyone is waiting for the President or the MP or the Assembly Member or the Headteacher to bring money to pay.
Democracy at its most beautiful is a grass-roots management process for the effective use of all available resources by all citizens. If you get that right the rest is simple.

Our democracy isn't solving problems because there's too much partisanship, sycophancy and bootlicking, cronyism, nepotism, greed and selfishness. We reward laziness, mediocrity and ineptitude. There's too much dishonesty. We preach probity, integrity, transparency and accountability but we practise vice. Lastly our democracy is not solving problems because we have scholars like Dr Michael J.K.Bokor who are intellectually dishonest. I'm at a loss why Michael is making excuses for the NDC. The people of Ghana rejected the NPP in 2008 and voted for the NDC . They're also failing and need to take responsibility for their failures. Until we hold politicians' feet to the fire and hold them responsible for their failures we will continue to have jokers as our leaders. Where is accountability? If we can't blame the administrators who are supervising the rot then who else should take the blame for the ongoing foolishness? Please stop passing the buck and we will move on.Let's say no to tribal politics.

Mahama had to hand over peacefully or the nation has no option than to go the same way Egypt went. I know this has began. Egypt began with minor minor demonsratation just like what happened yesterday before the Millitary kicked in. Just keep it up and folloiw the same parth. for one day it would be a good thing to remmber. Democracy is good, but not the way Mahamah is utilizing it.

The democracy is working very well that is why people can talk. that is why the silent calture of JJ June 4th and 31st Dec. has been interupted but the problem is,
Ghanians are sick and tide of all this S. One thing the whole world should know is Ghana is our home no matter where we are, or how far we travel, we have Ghana as our number one periority therefore we wish it to be a better place to live that is why we do send millions of dollars home. so if this is our mind, than those at home had to keep it safe, for without us been away, Ghana would lack the dollars, for the Cocoa seeds alone can not do it. Also the so call Oil production has failed us (our economy) because the negotitions towards that was not done right.
How tis is my take -
This tells the world that its about time Ghana follows the path of Egypt. Its about time our military takes over vigiously and hand over to the right person who can lead the counry, guide its natural resoces and stop smuggling our Gole to Iran and every where in the middle east. Its time for mahama to go.
President Mahama had to understand this and know Ghana is not for him and therefore if majoirty are now prtesting agaist him than he should know its about time, for you can fool some people just for some time, buy not all the time.
wake up Ghana.

When you say
Democracy isn't working here ....
"Because we have bad people leading the country."
I am afraid democracy does not require that people be good, bad or ugly or even devilish...
What is required and mandatory is that there ought to fair laws that are enforced on everyone with a deterrent price to pay when broken BY ANYONE.
That is why even prisons are very democratic and orderly. Ghanaians are like all peoples everywhere. They have strengths and weaknesses. Majority are good and a few are perhaps devilish and ugly. No Democracy works where there are very good laws for all.And everyone is equal before the law.
You also stated that:
"we have people who dose not even know what a consitution is, sitting in our paliament, claiming to be making laws for the nation. How can this work?"
Once again it will be helpful if the MP's thoroughly understand the constitution. But that is really that important. What is desperately need is for all of them to make a solemn commitment to participate in the process to the best of their ability. And to SEEK HELP when required.
...and finally you stated that:
"Mahama had to hand over peacefully or the nation has no option than to go the same way Egypt went. I know this has began. Egypt began with minor minor demonsratation just like what happened yesterday before the Millitary kicked in. Just keep it up and folloiw the same parth. for one day it would be a good thing to remmber..."
I believe you love your country dearly
that is why you offered this advice. And you are not alone, it seems a lot of people in NPP/other parties and recently civil/public, believe this is the solution. Maybe it is. I am no NDC or NPP, but a VERY SIMPLE SOBER (non-emotional ) analysis with some very elementary true understanding of the Ghanaian situation will quickly show that
1. Getting rid of the President right now will accomplish absolutely nothing
2. An NPP Government will still has to spend the 70% of income to pay salaries to workers who are not producing much and ready to mis-use even the little.
3. It will still has to deal with the 12 BILLION CEDIS national debt. They may go to IMF/WB then look at 10 cedi /liter price for petrol and many many nasty surprises
4. Everyone in the world now knows exactly what the price of The Arab/Egyptian Spring uprisings are so please whatever you do don;t pray for that to happen in Ghana.
And your conclusion:
"Democracy is good, but not the way Mahamah is utilizing it"
My brother here is the beauty of even our version of democracy:
His Excellency the President and his Government have exactly 28-months to either be voted out or voted back in.
And believe me it will be here before you know it. In the meantime let us all try to find something to do if not for ourselves but for the young ones coming up fast. If you think things are bad now wait for the next 8years. The current 12 year olds will be adult 20 year-old with little or nothing for them even to demonstrate for or against.

I think you are misquoting the Great man. Sometimes others also mis-quote even JJ Rawlings.
All these leaders are in their own ways simply expressing the fundamental truth that Democracy or the idea of democratically pursuing(i.e. being fair, equitable, free etc) development objectives of a people cannot be taken lightly by everyone everywhere WITHOUT A CONSCIOUS EFFORT to build, sustain and grow the basic conditions and structures it requires. So democracy is not a thing. It is a dynamic living process of doing things. Its like a good car/truck. Needs fuel, good roads and regular maintenance to work. Without any of these nothing happens. That is what everyone is complaining about now.

Events after the second world war have proved that capitalism can not solve socioeconomic problems. Capitalism depends on the use of force as was the case in North Korea, Vet Nam, Cuba, Yugoslavia, Iraq, Libya, Israel and Ukraine others to being people to line and not solve socioeconomic problems but to postpone them to a later date when they will finally explode.
Without exploiting their people and super exploitation in other countries the capitalist system would have collapsed by now. Capitalist countries also use overt and covert means to prevent the economy of other countries from developing because they depend on both natural and human resources of those countries to keep their economy going.
Our neo-capitalist echo the word that the private sector is the engine of development, but experience from Japan, India, Russia, Cuba, North Korea and even South Korea has shown that the private sector was not the engine that developed those countries. Those countries who can not use their political system to exploit and subvert other countries depend on the state sector to develop. Most of our socioeconomic problems including the payment of judgment debts could have been avoided if the institutions we put in place after independence where enabled and sustained to operate.
For instance one nuclear power station could be providing us with over 2,000 Megawatts power as in the case in both North and South Korea. And the benefits of having such structures would have been great.
Mankind up till now will still need nine months to develop a baby in the womb and give birth to him. However I am of the view that with the development of science and technology we can limit the time it takes to develop the human person to be a productive member of society. From my own experience I can beat my chest and say that it could take three years to let a child with JSS education acquire HND, with books, teaching material and tutors in place. I was not a bright pupil but it took me two years to achieve intermediate in telecommunication technician certificate, without even seeing or knowing what a relay or capacitor was, when I should have done better with the presence of the practical aspect and tutors.
Some of the countries that are doing well are those which are providing their people with free education, medical care, water and sanitation.
Russia for instance is back on the world stage because the state has renationalized the productive sector and that is one of the quarrels the west that live on the toil and resources of others is peeved about.
