Everyday agreements are reached for something, but nothing comes out of them. Stop lying. We need to get this useless bunch out, really go for the jugular by prosecuting the culpable ones without fear or favour

Even in the United States, where the internet came from, there are many places between towns and cities that have no signal or network, unless you use a satellite dish and even for that, the vehicle must be stationary before you can deploy your dish. The most advanced technology to date, that can access satellite internet whiles a vehicle is moving are called Auto Tracking Systems. They cost thousands of dollars for the equipment, their bandwidth per system is limited to less than 500 kbps and costs between 5 to 7 Dollars per MB (which may open a page or two on your browser if you are lucky). Do some research on the net before you comment here. This Director clearly has no clue of what he is talking about. Even in the US, very few people or organizations can afford this mobile service.
