It is not cultural for all Ghanaians to be lawless to this extent. That seems to to the preserve of certain tribes in Ghana. They kill, maim, and do horrible things to fellow human beings without brinking an eye.

The level of lawlessness and disorder is unbelievable. When you politicize law and order in any society, what then prevails is mob justice.
When you allow hoodlums who insult and physically attack our judiciary without any punishment, mob justice prevails.
Same as when you allow corruption and thieves with 'pens' rob our nation of its taxpayers money and justice is not seen to be done, mob justice prevails.....

To conclude, Mensah Otabil is absolutely wrong! All cultures and societies of the world gear towards mob rule, if there is no law and order in existence. When groups of people come together with with similar issues, challenges and share something in common can easily react to any provocation on mass.
