If he had been briefed properly about his mission, and trained for it, he should have called for back-up (which should have been ready for him anyway.
A whole commandant taken by surprise.

This was not in the comfort of barracks. Even there there could be skirmishes.

Also the assemble man should have known the captain who has been sent there for national duties. Lack of proper protocols had led to this tragic incident

He was unfortunate to have found himself in a lawless area. His last action showed that he was a fine and disciplined officer, one of the best to have come from the GAF. He was unlike you whose only contribution to the Army was staging coups for which you were dishonourably discharged from the GAF.
