Thieves, including Bagbin. The Catholic Church did a pilot at a few of their health institutions. The NHIS Law was passed by President Kuffuor and not Jerry Rawlings. In 2008 NDC campaigned over the NHIS with a one time premium. After President Mills took over power, it never happened. The system was so abused and payment for services rendered by providers ran into arrears of one year and beyond. Atta Mills, John Mahama and NDC ensured that the Ashante Region was punished with capitation while the rest of the country never had anything of such punitive policy. Up till now the system is still reeling under the weight of so much arrears and corruption that has been bequeathed to it by NDC. Don't say what you know to be lies BAGBIN.
