More often than not, the receiver demands the giver to do something or forget about whatever responsibility the receiver has towards the giver. It is very rare for the giver to demand paying the receiver before anything is done.
As the Prof said, it is the giver who is paid with public money to render services to the giver. So it is the receiver who is being corrupt, not the giver in most cases. It is only in Ghana where the offended receives the same punishment as, and sometimes more than, the culprit. Our laws must be revisited!!
