Just because SOEs thrive in Malaysia n co does not mean it will work here too. The institutions of Audit, arrest n prosecution of state looters work in those countries. Let's not delude ourselves. a lot of Ghanaians will admit that Kwesi Nduom was probably the best candidate during the last election. In the '90s, I used to have argument with Prof. George Ayittey when he used to say same. I used to chide him with the quip that the forecast was the Chinese were coming to Africa and Africans would be the grass on which the elephants of the East and West fight on! Of course, the Chinese were then seen as only laughing stock Commies who build inefficient state factories using prison labour. But yet, those prisoners were producing goods which were taking markets from the capitalist West in even their own countries! Upon all this, Nduom will today open his mouth and say the state doesn't build factories anywhere???
Had Nduom and his ignorant Africans been to Scandinavia to ask about the state owned businesses? In Norway, even the largest tobaconnist chain selling porns, etc., Narvesen, is state owned. Norsk Hydro, Statoil and many others are giant international operators and they are state owned.
Tanzania is blazing the trail with 1000s of factories set up. Of course, Tanzania has also long overtaken Ghana in literacy level so I don't expect the mass of illiterate and semi-educated Ghanaians to know this.
Books have been written since the 1980s showing how the states in the Asian Tigers were the major catalysts behind their modernisation, not private enterprise, which just played supporting roles.

It seems as a nation we repeat the same mistakes and expect different results -- none of Nkrumah's factories or government enterprises such as Ghana Airways, Black Star Line etc made profits. China's economy took off when they decided to open their markets and promote private companies. Look at how cocoa farmers thrive, it is because these are their own private farms. What government needs is to provide necessary incentives to grow the private sector. Provide/gurantee low cost loans to business men and women and make location of the factories a big part of the loan. Also the factory has to be close to where the raw materials would be grown or farmed. For example you build sardine factories in the coastal area or shea butter factory in the North. When people own something they take better care of it and make sure it is productive.

In the long run, public corporate assets are sold by the same person to the same person, leading to heavy loss to the state. No job is created in the long run.
This is what happened in the Nkrumah industrialization strategy by state ownership.
Mrs Konadu Agyeman Rawlings, the president of 31st December movement, is now fighting with Caridem to dominate and own the so-called companies of the movement, which were in reality state assets; the land owners were claiming their land back since the public purpose for which the land were compulsorily seized were exhausted.
Prez Akufo-Addo's one district one factory plan could not create the jobs intended and would become a one day wonder in the fast changing industrial politics with loss to the state.
That loss must be anticipated and tackled in the implementation of one district, one factory conceptualism.

State establishments such as factories will either aim at breaking even or make a normal profit. Doing so continuously will eventually collapse it. Not only that but also lackadaisical attitude and laxity among the employees contribute greatly to the collapse. Unlike private individual/s who always aim at maximizing normal or supernormal profit at all times, and also employing the most qualified personnel for the managerial positions.
