The kokonte uniform has low self esteem psychological effects on the children - this is fact. Some children don't want to associate with the kokonte uniform at all. The feel shy and uncomfortable in it because their friends in private schools mock them - these are facts. How can a positive change amount to losing it?

The number of schools still wearing yellow and brown uniform which you are referring to as "kokonte" are very few if any at all. This is because all basic schools which are controlled by the various missions have a long time ago switched from these kokonte uniforms to various different colors that have been chosen by the various missions. For instance Catholic basic schools are wearing somewhat pink colors for girls and white shirt and khaki shorts for boys, E.P schools are wearing an all green for girls and green shirt with khaki shorts for boys, Presbyterian schools are wearing blue dress for girls and blue shirt and khaki short for boys, most Islamic schools are wearing lemon green with white tops. Even some L/A and MA schools have their perculier colors. It therefore beats my imagination what exactly this education minister means by introducing new uniforms for basic schools. I dare say the actual motive behind this move is anything but the rebranding he is talking about.
